NATURE OF WORK
You will perform professional counseling work in the rehabilitation and social development of adjudicated delinquent youth in a state facility. You will also develop, implement, and monitor individual treatment program plans for each assigned delinquent youth. This involves obtaining social and behavioral histories; completing intake documents; providing case management services; and conducting individual, group, and family counseling, and crisis intervention services. You will also be responsible for maintaining constructive discipline and security; recording individuals’ progress in meeting treatment program goals; and implementing discharge plans. You will provide guidance to facility staff and delinquent youth on group living, rehabilitative program goals, personal hygiene, and social, physical, and emotional development programs.
JOB REQUIREMENTS

You must be a Pennsylvania resident, of good moral character and able to perform the essential functions of the job.
If you are a final candidate for a position covered by the Child Protective Services Law, you will have to provide reports on your background, from such sources as the Pennsylvania State Police and the Pennsylvania Department of Public Welfare.
After you receive a conditional offer of employment, you must undergo a medical examination.
Conditions of Employment
The working conditions are physically strenuous and emotionally demanding. You must accept the following 4 conditions. By submitting your application, you are indicating your willingness to 1.) work in a confined and/or secure facility; 2.) work directly with hostile, aggressive, defiant, combative and/or withdrawn delinquent adolescents who have committed criminal offenses; 3.) provide a therapeutic living and working atmosphere conducive to achieving the goals of rehabilitating delinquent adolescents; and 4.) work different shifts and holidays.
Minimum Requirements
Five years of experience as a Youth Development Aide; OR 4 years of experience as a Youth Development Aide Supervisor; OR 1 year of experience in the care, custody, supervision, activities, leadership or personal guidance of delinquent, pre-delinquent or socially maladjusted youth in an organized program; and a bachelor’s degree in the behavioral sciences, special education, juvenile delinquency or criminal justice; OR an equivalent combination of experience and training which included 1 year of experience in the care, custody, supervision, activities, leadership or personal guidance of delinquent, pre-delinquent or socially maladjusted youth in an organized program.
Clarification of Requirements
You may substitute related education for the required experience, except for the 1 year of experience in the care, custody, supervision, activities, leadership or personal guidance of delinquent, pre-delinquent or socially maladjusted youth in an organized program. You may substitute appropriate experience for the required education. Unrelated experience or education will not be accepted.

TESTING
The test will be administered on a computer. Information about computerized testing is available online at www.scsc.state.pa.us OR in paper form at any State Civil Service Commission office.
You will have a maximum of 2 1/2 hours to complete the test which will cover the following subject areas:

The test will be administered in the Harrisburg, Philadelphia and Pittsburgh State Civil Service Commission offices, Monday through Friday.
The test also will be held approximately 10 days a month at additional test centers located in Allentown, Erie, Johnstown, Lock Haven, and Scranton. If you take the test and want to take it again, you may be retested after 6 months from the date of your test. You must submit a new application to be retested.
If your name is on an eligible list for this job title and you take this test, your most recent examination result will be the only one counted.
TEST RESULTS
Employment and promotion lists will be established. You will be notified in writing of your test results.
