NATURE OF WORK

 

You will collect, organize and analyze the physical, social and economic data necessary to develop, review, or administer local, regional, or state planning programs.  You will also prepare studies or background reports, analyze the impact of proposed plans and policies, meet with public officials, planning commissions and the public to provide technical advice, explain plans and policies, answer questions and seek cooperation.  Additionally, Trainees assist senior planners; Supervisors provide guidance to lower level planners, technicians and clerical staff; and Managers direct and coordinate the operation of a planning unit.  Environmental Planners perform duties similar to Planners with work emphasis primarily directed at environmental use and environmental impact issues relative to the type of planning being done.

Planner 1

A bachelorís degree in planning and 1 year of professional experience in local, regional or state planning; OR a masterís degree in planning; OR 2 years of professional experience in local, regional or state planning; OR an equivalent combination of experience and training.

 

Planner 2

Two years of experience as a Planner 1; OR a masterís degree in planning and 2 years of progressive professional planning experience; OR 5 years of progressive professional experience in local, regional or state planning; OR an equivalent combination of experience and training.

 

Environmental Planner 1

Clarification of Requirements

You may substitute related education for the required experience or appropriate experience for the required education.  Unrelated experience or education will not be accepted.

 

Managers who plan the work activities of professional or technical personnel or plan for the effective operation of manufacturing facilities may substitute their planning experience for the required bachelorís or masterís degree in planning on a year-for-year basis.

 

If you are attempting to qualify based on training, you must enter the titles of courses you completed on the application supplement including details regarding the nature of the course; clock hours attended; credits earned and year obtained; as well as the name and location of schools attended.  If you are in your senior year of study or in the final semester of a masterís degree you should also list courses you expect to take and complete prior to graduation.

There are a total of 80 filled positions (Planners - 7, Environmental Planners - 55, District Environmental Specialists, Transportation - 10, Local Government Planners - 8) located statewide.  Approximately 6 of the Planner and 30 of the Environmental Planner positions are located in Dauphin County.  The remainder are geographically dispersed throughout the Commonwealth.  The counties currently with Local Government Planners are Allegheny, Erie, Lehigh, Luzerne and Montgomery.

 

There are approximately 8 appointments made in these jobs annually as follows: 2 - Planners,

1 - Environmental Planner 1, 1 Ė District Environmental Specialists, Transportation and 4 - Environmental Planners 2.

 

State Planners are employed by the following Pennsylvania Departments/Agencies:  Health, Pennsylvania Emergency Management Agency, Environmental Protection, Conservation and Natural Resources, Transportation and the Historical and Museum Commission.  Environmental Planners are employed by the Departments of Environmental Protection, Conservation and Natural Resources, and Transportation.  Local Government Planners are employed by County Emergency Management Agencies, County Mental Health/Mental Retardation Offices and County Children and Youth Offices.

 

Lists created by this test will be used to fill future vacancies as they occur due to retirements, promotions, transfers, resignations and so forth.

 

Employment preference for local government positions may be given to residents of the county in which the jobs are located.  Promotion preference for local government positions may be given to employees who work in the county where job openings occur.

TESTING

 

You will be rated on your experience and training.  Your score will be based on information you report on your application and application supplement.

 

You must provide complete and accurate information.  Failure to do so may delay the processing of your application, or result in a lower-than-deserved score or disqualification.

 

If you take the test and want to take it again, you may be retested after 6 months from the date of your application.  A new application and application supplement are required for a retest.

 

This scoring procedure is different from previous tests for these job titles. If you have taken the test before, you may receive a different score on this test.

 

If your name is on an eligible list for these job titles and you take this test, your most recent examination result will be the only one counted.

 

TEST RESULTS

 

Employment and promotion lists will be established.  You will be notified in writing of your test results.
