NATURE OF WORK
As a Mental Health Staff Development Specialist or a Mental Retardation Staff Development Specialist 1 you will plan, develop, implement, coordinate, and evaluate training for the Department of Public Welfare. You will assess staff training needs and develop training plans; identify participants; arrange for training locations; initiate contracts for training modules; and evaluate contracted training to validate the effectiveness of the course content.
A Mental Retardation Staff Development Specialist 2 supervises the staff training programs at a Commonwealth facility for the Department of Public Welfare. You will meet with program managers to assess staff training needs, supervise the development of training plans, coordinate or conduct such courses for the facility, and evaluate contracted training. You may supervise a staff of technical employees.
As a County Social Work Training Specialist you will develop, conduct, evaluate and coordinate staff development programs for social service staff in county mental health/intellectual disability, children and youth, and human services agencies. You will determine training needs, select resources, design materials and programs, and conduct training. You will provide advice and consultation to supervisory and administrative staff regarding performance problems, training, and follow-up.

Minimum Requirements
Mental Health Staff Development Specialist – Two years of professional experience in the field of mental health services provision, including or supplemented by one year of experience in developing curriculum or providing formal training, teaching or evaluating training or educational course work, and a bachelor’s degree; OR an equivalent combination of experience and training that includes or is supplemented by one year of experience in developing curriculum or providing, teaching or evaluating formal training or educational course work.
Mental Retardation Staff Development Specialist 1 – Two years of professional experience in the field of mental retardation, including or supplemented by one year of experience in developing, teaching, coordinating or evaluating training or educational course work, and a bachelor’s degree; OR an equivalent combination of experience and training.
Mental Retardation Staff Development Specialist 2 – One year as a Mental Retardation Staff Development Specialist 1; OR three years of professional experience in the field of mental retardation, including or supplemented by two years of experience in developing, teaching, coordinating or evaluation training or educational course work, and a bachelor’s degree; OR an equivalent combination of experience and training.
County Social Work Training Specialist – Two years of professional experience in public or private social work, including or supplemented by one year of experience in staff development or supervision involving the development, coordination or evaluation of training programs; and a bachelor’s degree; OR an equivalent combination of experience and training.
Clarification of Requirements
You may substitute related education for the required experience or appropriate experience for the required education. Unrelated experience or education will not be accepted.
41680 – There is no substitution for the experience in developing curriculum or providing, teaching or evaluating formal training or educational course work.
