NATURE OF WORK

 

You will organize and direct support services in departments, agencies boards and commissions.  You may be responsible for human relations and office management, budget analysis and preparation, procurement, policy and program development and evaluation, public relations and preparation of reports.  Administrative Officers 1 and 2 perform a wide range of management functions for an organizational unit or direct program operations requiring the integration of several complex processing operations.  Administrative Officers 3 and 4 are responsible for administering and directing moderate to large scale departmental programs or performing management functions of comparable responsibility.

 

JOB REQUIREMENTS

 

You will be tested before your qualifications are reviewed.  Your test results will count only if you meet all job requirements. 

 

You must be a Pennsylvania resident, of good moral character and able to perform the essential functions of the job.

 

Minimum Requirements

 

Administrative Officer 1 – Two years of experience in varied office management or staff work; and bachelor’s degree; OR any equivalent combination of experience and training.

 

Administrative Officer 2 – One year as an Administrative Officer 1; OR three years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and a bachelor’s degree; OR any equivalent combination of experience and training.

 

Administrative Officer 3 – One year as an Administrative Officer 2; OR four years of experience in progressively responsible and varied office management of staff work in a public or private organization, including experience in personnel management, budgeting or procurement; and such training as may have been gained through graduation from a four-year college or university; OR any equivalent combination of experience and training.

 

Administrative Officer 4 – One year as an Administrative Officer 3; OR six years of experience in progressively responsible and varied office management of staff work in a public or private organization including experience in personnel management, budgeting, and procurement; and such training as may have been gained through graduation from a four-year college or university; OR any equivalent combination of experience and training.

Administrative Officers are employed in most Commonwealth agencies.  There are vacancies in the following Pennsylvania State agencies:  Department of Labor and Industry, Department of Education, Department of Public Welfare, Department of Drug and Alcohol Programs, and Department of Environmental Protection.  The majority of State positions are in Dauphin County, Philadelphia County and Allegheny County. 

 

Local government jobs are located throughout the State with the largest percentage in Allegheny County.  Local government agencies covered by this announcement include:  Area Agencies on Aging, County Children and Youth Offices, County Drug and Alcohol Abuse Offices, County Mental Health/Mental Retardation Programs, and Housing Authorities.

 

There are no local government or Housing Authority positions in Philadelphia, and there are no Housing Authority positions in Pittsburgh.

 

Lists created by these tests will be used to fill future vacancies as they occur due to retirements, promotions, transfers, resignations and so forth.

 

Employment preference for local government or Housing Authority positions may be given to residents of the city or county in which the jobs are located.

 

Promotion preference for local government or Housing Authority positions may be given to employees who work in the city or county where job openings occur.

 

Employment preference will be granted to individuals aged 60 and over for jobs with the Department of Aging and Area Agency on Aging Offices.

TESTING

 

The test will be administered on a computer.  Information about computerized testing is available online at www.scsc.state.pa.us OR in paper form at any State Civil Service Commission office. 

 

You will have a maximum of 2 hours to complete the test which will cover the following subject areas:

The test will be administered in the Harrisburg, Philadelphia and Pittsburgh State Civil Service Commission offices, Monday through Friday.
