NATURE OF WORK

 

Auditors conduct internal and external audits of accounting practices and records of receipts and expenditures.  You will audit and analyze fiscal records, financial transactions and accounts, and prepare audit reports.  You will also interpret and explain controlling laws and regulations to the entities being audited.  Auditors 2 additionally assign work, train auditors, review team members’ completed audits, and prepare final audit reports, and efficiency reports.  You may also testify as an expert witness at appeal hearings.

 

Auditor Team Leaders lead a group of auditors conducting journey-level audits.  You will schedule audits, establish completion dates, and review reports for coverage of law violations, mathematical and accounting accuracy, and technical soundness.  You will also summarize and report statistics of findings.

 

Audit Managers plan, direct, and coordinate the activities of a professional auditing staff engaged in the examination, evaluation, and reporting on the accountability, effective management, and utilization of funds administered by the Commonwealth.

 

Audit Specialists perform analytical and evaluative work in the examining, evaluating, and reporting on the accountability and effective management and utilization of funds administered by Commonwealth agencies and recipient organizations.  You will formulate and negotiate substantive recommendations to adjust or modify operations in order to insure compliance with federal, state or departmental laws, regulations and policies, and improve the economy, efficiency, and effectiveness of operations.  Audit Specialists 3 perform distinctive managerial audits requiring specific individual audit programs developed by determining the scope, methodology and timing, and assessing the risk associated with each area of audit interest.

 

Executive Audit Specialists perform duties similar to the Audit Specialists.  These activities and functions are in the Governor’s Office of the Budget, Office of Comptroller Operations.

 

Public Utility Auditors conduct on-site financial and/or operational audits of public utilities to determine compliance with Public Utility Commission (PUC) law and regulations and standard accounting practices.

 

JOB REQUIREMENTS

 

You will be tested before your qualifications are reviewed.  Your test results will count only if you meet all job requirements.

 

You must be willing to travel.  Travel expenses will be paid.

Minimum Requirements

 

Auditor 1:  Four years of accounting and/or auditing experience; and fifteen (15) college level credits in accounting; OR one year of experience as a Financial Programs Trainee; OR an equivalent combination of experience and/or training which includes fifteen (15) college level credits in accounting and auditing.

 

Auditor 2:  One year as an Auditor 1; OR one year of auditing experience and four years of accounting and/or additional auditing work; and fifteen (15) college level credits in accounting; OR an equivalent combination of experience and/or training which includes fifteen (15) college level credits in accounting and one year of auditing experience.

 

Auditor Team Leader:  One year as an Auditor 1; OR four years of accounting and/or auditing experience which includes fifteen (15) college level credits in accounting; OR an equivalent combination of experience and/or training which includes the required 15 college level credits in accounting.

 

Audit Manager:  One year experience as an Audit Specialist Supervisor, Auditor Supervisor, or Audit Specialist 3; OR three years of auditing experience and four years of accounting and/or additional auditing work including or supplemented by one year of supervisory accounting or account auditing experience; and fifteen (15) college level credits in accounting; OR an equivalent combination of experience and training which includes fifteen (15) college level credits in accounting, and three years of auditing experience including or supplemented by one year supervisory accounting or accounting auditing experience.

 

Audit Specialist 2:  One year as an Audit Specialist 1; OR two years of professional auditing experience and a bachelor’s degree including or supplemented by eighteen (18) credits in accounting and auditing; OR an equivalent combination of experience and training which included the required eighteen (18) credits in accounting and auditing.

 

Audit Specialist 3:  One year as an Audit Specialist 2; OR three years of professional auditing experience and a bachelor’s degree including or supplemented by eighteen (18) credits in accounting and auditing; OR an equivalent combination of experience and training which included the required eighteen (18) credits in accounting and auditing.

 

Executive Audit Specialist:  One year as an Executive Financial Associate; OR one year of professional auditing experience and a bachelor’s degree including twenty-four (24) credits in accounting; OR an equivalent combination of experience and training that included one year of professional auditing experience and completion of twenty-four (24) college credits in accounting.

 

Public Utility Auditor 1:  One year as a Public Utility Auditor Trainee; OR graduation from college with a bachelor’s degree including or supplemented by a minimum of twenty-four (24) credits in accounting, and one year of audit experience; OR registration as a Certified Public Accountant; OR an equivalent combination of experience and training that includes twenty-four (24) credits in accounting.  One year of additional audit experience may be substituted for twelve (12) of the twenty-four (24) credits in accounting.  A master degree in Business Administration, which includes twelve (12) credits in accounting at the graduate and undergraduate level, may be substituted for the required twenty-four (24) credits in accounting.

 

Clarification of Requirements

 

If you possess a bachelor’s degree in accounting, finance or a closely related area that includes fifteen (15) credits in accounting, you meet the requirements for Auditor 1 and Auditor Team Leader.

 

There is no substitution for the required credits in accounting or auditing.  Unrelated experience or education will not be accepted.

 

If you are currently licensed as a Certified Public Accountant (CPA), you meet the minimum job requirements for Auditor 1, Auditor 2, Auditor Team Leader and Audit Specialist 2.  To use your license to qualify, enter your certificate number and expiration date in Section 9 of your application.  You do not need to submit transcripts.

The test will be administered in the Harrisburg, Philadelphia and Pittsburgh State Civil Service Commission offices, Monday through Friday.

If you take the test and want to take it again, you may be retested after 6 months from the date of your test.  You must submit a new application to be retested.

 

If your name is on an eligible list for these job titles and you take this test, your most recent examination result will be the only one counted.
