NATURE OF WORK

 

As an Equal Opportunity Assistant, you will communicate with a variety of individuals including job applicants, other employees, program officials, contractors and the public. You will also perform a variety of other duties related to equal employment opportunity and contract compliance work such as reviewing job postings, media advertisements and other agency recruitment materials for adherence to Commonwealth recruitment standards; gathering data on agency human resource transactions to identify and report deviations from established Commonwealth standards; and obtaining information for agency Equal Employment Opportunity reports.

 

As a Human Resource Assistant 1, you will perform clerical and limited technical duties in human resource work while receiving on-the-job training in human resource functions such as classification, compensation, recruitment, placement, selection, labor relations, or employee training.  You will work with increasing independence as you acquire technical proficiency.

 

As a Human Resource Assistant 2, you will perform similar duties while receiving advanced on-the-job training.

 

JOB REQUIREMENTS

 

You will be tested before your qualifications are reviewed.  Your test results will count only if you meet all job requirements.

 

For some jobs, offers of employment will be made only if you are willing to travel.  Travel expenses will be paid.

Minimum Requirements

 

Equal Opportunity Assistant - One year as a Human Resource Assistant 1; OR two years of experience performing clerical work; OR an equivalent combination of experience and training.

 

Human Resource Assistant 1 - One year of clerical or other comparable experience which involved obtaining, providing, and evaluating information in accordance with established standards; OR an equivalent combination of experience and training.

 

Human Resource Assistant 2 - One year of experience as a Human Resource Assistant 1; OR 2 years of clerical or other comparable experience, one year of which involved performance of limited technical duties in the field of human resource work; OR an equivalent combination of experience and training.

There are 2 Equal Opportunity Assistants employed by the Pennsylvania Department of Labor and Industry and the Pennsylvania Department of Public Welfare.  The Pennsylvania Department of Corrections plans to hire 1 Equal Opportunity Assistant within the next 12 months.

 

There are currently 25 filled Human Resource Assistant 1, and 134 filled Human Resource Assistant 2 positions located in most state agencies.  Approximately 50% of the positions are located in Dauphin County.  Other positions are located throughout the Commonwealth.

 

Lists created by these tests will be used to fill future vacancies as they occur due to retirements, promotions, transfers, resignations and so forth.

TESTING

 

The test will be administered on a computer.  Information about computerized testing is available online at www.scsc.state.pa.us OR in paper form at any State Civil Service Commission office.

The test will be administered in the Harrisburg, Philadelphia and Pittsburgh State Civil Service Commission offices, Monday through Friday.

This test is different from previous tests for Human Resource Assistant 1 and Human Resource Assistant 2.  If you have taken the test before, you may receive a different score on the test.

 

The lists for Human Resource Assistant 1 and Human Resource Assistant 2 will replace any previous lists.  If your name is on an eligible list for Equal Opportunity Assistant and you take this test, your most recent examination result will be the only one counted.

 

You may take the test once under this announcement.  You may not reapply until another examination is announced.

 

If this announcement does not produce enough names for a specific area, another test may be announced for that area only.

 

TEST RESULTS

 

Employment and promotion lists will be established.  You will be notified in writing of your test results.
