NATURE OF WORK
Surface Mine Conservation Inspector - You will inspect surface mining, refuse reprocessing, refuse disposal, preparation plants, ash placement operations, industrial mineral surface mines, underground mining operations, and surface mining operations within an assigned district to promote and enforce compliance with state and federal laws and regulations. Work includes ensuring that mines are operating in a safe manner, and that conservation and pollution control measures are adequate; investigating mine accidents and complaints; and preparing detailed inspection and investigation reports. Inspectors also explain provisions of mining laws and regulations to mine officials and operators, and provide technical assistance on methods to improve the efficiency and safety of mining operations.
Surface Mine Conservation Inspector Supervisor - You will supervise the inspection of surface mines to determine compliance with Commonwealth surface mining laws and regulations. Work involves planning and coordinating the activities of inspectors; assigning work and evaluating employee performance; interviewing and recommending employee selection; receiving and answering grievances; approving leave; promoting safety and environmental protection practices in surface mining operations; developing, implementing and evaluating methods and techniques to improve the quality and effectiveness of surface mining inspections and investigations; and meeting with various groups to explain the Department’s surface mining practices.
JOB REQUIREMENTS

You must be willing to travel. Travel expenses will be paid.
You must be a Pennsylvania resident, of good moral character and able to perform the essential functions of the job.
Minimum Requirements
71580 - One year of experience as an Environmental Protection Trainee in the surface mining program; OR three years of progressively responsible surface mining and conservation experience; OR an equivalent combination of experience and training.
71581 - Two years of experience as a Surface Mine Conservation Inspector or a Blasting and Explosives Inspector; OR five years of progressively responsible surface mining and conservation experience; OR an equivalent combination of experience and training.
Clarification of Requirements
You may substitute related education for the required experience. Unrelated experience or education will not be accepted.

TESTING
The written test will be administered on a computer. Information about computerized testing is available online at www.scsc.state.pa.us OR in paper form at any State Civil Service Commission office.

The test will be administered in the Harrisburg, Philadelphia and Pittsburgh State Civil Service Commission offices, Monday through Friday.
The test also will be held approximately 10 days a month at additional test centers located in Allentown, Erie, Johnstown, Lock Haven, and Scranton. If you take the test and want to take it again, you may be retested after 6 months from the date of your "Notice of Examination Results." A new application is required for a retest.
If your name is on an eligible list for these job titles and you take this test, your most recent examination result will be the only one counted.
TEST RESULTS
Employment and promotion lists will be established. You will be notified in writing of your test results.
