NATURE OF WORK
Management Aide – You will interview applicants for public housing, using an eligibility form; type correspondence; calculate and collect rent and charges; record all financial transactions in a ledger book; and compile statistical data from files and computer records. In many housing authorities, you will be required to type 1-2 hours per day.
Assistant Property Manager - Your work will involve assisting a Property Manager in performing the duties listed below.
Property Manager - You will inspect the conditions of public housing units; prepare work orders; issue verbal and written notices to tenants regarding rent and charges due, disturbances, etc.; conduct informal hearings to resolve problems; initiate eviction proceedings against tenants; recommend capital improvements to housing projects; supervise subordinate housing authority personnel; calculate rent and charges; and type various correspondence.
Assistant Section 8 Coordinator - Your work will involve assisting a Section 8 Coordinator in performing the duties listed below.
Section 8 Coordinator – You will interview applicants for the Section 8 Existing Housing Program, using an eligibility form; calculate rent; compile and maintain a selection waiting list; inspect the conditions of Section 8 rental units to determine adherence to various building codes; determine fair market value of rental property; mediate disputes between tenants and landlords; supervise subordinate housing authority personnel; and type various correspondence.
Resident Selection Supervisor – You will interview applicants for public housing, using an eligibility form; compile and maintain a tenant selection waiting list; conduct visits at applicants’ homes to determine their living and housekeeping habits; calculate rent; supervise subordinate housing authority personnel; and type various correspondence.
JOB REQUIREMENTS

Minimum Requirements:
Management Aide - One year of experience in performing tasks associated with the management of multi-family housing developments, or properties owned or administered by public housing agencies; OR one year of comparable business, industrial, or professional employment; OR an equivalent combination of experience and training.
Assistant Property Manager – Two years of experience in performing tasks associated with the management of multi-family housing developments, or properties owned or administered by public housing agencies; OR two years of comparable business, industrial, or professional employment; OR an equivalent combination of experience and training; OR one year as a Management Aide.
Property Manager – Three years of experience in supervising or performing tasks associated with the management of multi-family residential subsidized or affordable housing communities, property owned, or programs administered by a public housing authority or comparable (low-income) property management agency; OR one year as an Assistant Property Manager or Assistant Section 8 Coordinator; OR two years as a Management Aide.
Assistant Section 8 Coordinator - Two years of experience in performing tasks associated with the management of multi-family housing developments, or properties owned or administered by public housing agencies; OR two years of comparable business, industrial, or professional employment; OR an equivalent combination of experience and training; OR one year as a Management Aide.

Clarification of Requirements
Management Aide, Assistant Property Manager and Assistant Section 8 Coordinator job titles, only: you may substitute related education for the required experience. Unrelated experience or education will not be accepted.

Positions are located in the 51 County and 29 City Housing Authorities located throughout the Commonwealth.
Lists created by these tests will be used to fill future vacancies as they occur due to retirements, promotions, transfers, resignations, and so forth.
There are no current positions or expected future job openings in the cities of Philadelphia or Pittsburgh, or in the following counties: Cameron, Forest, Montgomery, Perry and Pike.
Employment preference may be given to residents of the city or county where the job openings occur.

TESTING
The written test will be administered on a computer. Information about computerized testing is available online at www.scsc.state.pa.us OR in paper form at any State Civil Service Commission office.
You will have a maximum of 3 hours to complete the test which will cover the following subject areas:

The test will be administered in the Harrisburg, Philadelphia and Pittsburgh State Civil Service Commission offices, Monday through Friday.
The test will also be held approximately 10 days a month at additional test centers located in Allentown, Erie, Johnstown, Lock Haven, and Scranton. If you take the test and want to take it again, you may be retested after six months from the date of your test. You must submit a new application to be retested.
If your name is on an eligible list for these job titles and you take this test, your most recent examination result will be the only one counted.
TEST RESULTS
Employment and promotion lists will be established. You will be notified in writing of your test results.
