NATURE OF WORK
As a LCB Licensing Analyst 1 you will conduct regulatory reviews and/or inspections to determine qualifications of applicants for new liquor licenses, license renewals or the transfer of ownership of licensed establishments. Your work will include inspecting establishments, tracing the source of funds, reviewing licensee records, conducting criminal background checks, and informing applicants of PA Liquor Code regulations.
As a LCB Licensing Analyst Supervisor you will perform technical regulatory review and inspection work directing LCB licensing analysts. You will supervise and provide guidance to staff in the inspection of establishments for compliance with applicable state and local regulations, the Pennsylvania Liquor Code and Title 40, Pennsylvania Code, Act 1987-14 and related regulations. You will also act as a liaison between the Liquor Control Board and various law enforcement agencies, other state agencies, community groups, legal groups and the public; represent the agency at various meetings; and testify at administrative hearings and court proceedings.
JOB REQUIREMENTS

You must be willing to travel. Travel expenses will be paid.

Your background will be checked. If you have been convicted of a felony within the last ten (10) years, you cannot work for the PLCB. If you have other criminal convictions, they will be reviewed on a case-by-case basis to determine if they are job related. If they are, you may not be appointed or could be removed from the position.
For the LCB Licensing Analyst 1 position, only, you will be required to reside in the county in which you are hired to work and work from a home office. The LCB Licensing Analyst 1 is a full-time position working 40 hours per week. The LCB Licensing Analyst Supervisor is a full-time management position working 37.5 hours per week. Minimum Requirements
LCB Licensing Analyst 1 - An associate’s degree; OR 2 years of technical inspection experience; OR 2 years of experience involving the review of financial documents to determine the origin of funds.
LCB Licensing Analyst Supervisor – One year as an LCB Licensing Analyst 2; OR 2 years of technical inspection work; and an associate’s degree; OR 2 years of experience involving the review of financial documents to determine the origin of the funds; and an associate’s degree; OR 4 years of technical inspection work; OR 4 years of experience involving the review of financial documents to determine the origin of the funds.
Clarification of Requirements
Technical Inspection – Experience involves the examination of the quality of consumer products and services and the operations of establishments to verify compliance with an established standard, regulation or procedure.
Review of financial documents to determine the origin of funds – Experience reviewing financial records and legal documents to determine the source of applicants’ assets and funding, legitimacy of operation and any illegal activity.
Unrelated experience and/or education are not acceptable.

TESTING
The written test will be administered on a computer. Information about computerized testing is available online at www.scsc.state.pa.us OR in paper form at any State Civil Service Commission office.
You will have a maximum of 2 1/2 hours to complete the test which will cover the following subject areas:

The test will be administered in the Harrisburg, Philadelphia and Pittsburgh State Civil Service Commission offices, Monday through Friday.
The test will also be held approximately 10 days a month at additional test centers located in Allentown, Erie, Johnstown, Lock Haven, and Scranton. If you take the test and want to take it again, you may be retested after 6 months from the date of your test. You must submit a new application to be retested.
If your name is on an eligible list for these job titles and you take this test, your most recent examination result will be the only one counted.
TEST RESULTS
Employment and promotion lists will be established. You will be notified in writing of your test results.
