NATURE OF WORK
You will perform a variety of inspection, investigation, and enforcement activities involving the Commonwealth's blasting and explosives program. This involves conducting inspections at surface mines to determine compliance with Commonwealth laws and regulations, conducting investigations into public complaints involving the use of explosives, preparing technical reports, initiating enforcement activities to correct violations, and monitoring other applications of explosives, including trenching and construction sites, demolition sites, and seismic surveys. You will review and recommend appropriate action on requests for blast plan approval and applications for blasting activity permits.
JOB REQUIREMENTS
You will be tested before your qualifications are reviewed. Your test results will count only if you meet all job requirements. If after reading the requirements you are not sure you qualify, contact one of the Commission's offices listed at the end of this announcement.
You must be willing to travel. Travel expenses will be paid.
You must be a Pennsylvania resident, of good moral character and able to perform the essential functions of the job.
These positions require possession of a Commercial Driver's License (CDL) supplemented by endorsements. After you receive a conditional offer of employment for one of these positions, you must pass drug-screening tests.
Necessary Special Requirements
Possession of a Class A “General” blaster’s license issued by the Commonwealth of Pennsylvania.
Possession of a valid Pennsylvania Commercial Driver’s License with hazardous materials “H” endorsement.
Minimum Requirements
A bachelor’s degree in engineering or physical sciences; OR 4 years of experience in the handling and use of explosives, including a minimum of 2 years as a lead blaster, blasting foreman, or blasting operations supervisor.
Clarification of Requirements
You may substitute related education for the required experience or appropriate experience for the required education. Unrelated experience or education will not be accepted.

TESTING
The test will be administered on a computer. Information about computerized testing is available online at www.scsc.state.pa.us OR in paper form at any State Civil Service Commission office.

The test will be administered in the Harrisburg, Philadelphia and Pittsburgh State Civil Service Commission offices, Monday through Friday.
The test also will be held approximately 10 days a month at additional test centers located in Allentown, Erie, Johnstown, Lock Haven, and Scranton. You must provide your Blaster’s License number and expiration date and your CDL with an “H” endorsement number and expiration date in the “Licenses or Certificates” section of your Application for Employment/Promotion. Also, you must submit a copy of your CDL showing an “H” endorsement. Failure to do so may delay the processing of your application, or result in disqualification.
If you take the test and want to take it again, you may be retested after 6 months from the date of your test. You must submit a new application to be retested.
If your name is on an eligible list for this job title and you take this test, your most recent examination result will be the only one counted.
TEST RESULTS
Employment and promotion lists will be established. You will be notified in writing of your test results.
This list will replace any previous list.
This test and scoring procedure are different from previous tests for this job title. If you have taken the test before, you may receive a different score on this test.
