NATURE OF WORK
Municipal Services Specialists are responsible for all highway related maintenance, improvements, and construction projects within an assigned group of municipalities. You will prepare feasibility reviews to evaluate proposals; monitor liquid fuel funds disbursements and construction operations; interpret and analyze contract requirements and construction or maintenance plans; and meet and advise municipal officials on proposed projects, problems, and inspection activities.
Municipal Services Supervisors provide guidance and supervision to Municipal Services Specialists when meeting with municipal officials; assist with problems that require interpretation and analysis; and make determinations on municipal assignments to ensure equal distribution of work among staff.
JOB REQUIREMENTS
You will be tested before your qualifications are reviewed. Your test results will count only if you meet all job requirements.
For some jobs, offers of employment will be made only if you are willing to travel. Travel expenses will be paid.
You must be a Pennsylvania resident, of good moral character and able to perform the essential functions of the job.
Minimum Requirements
Municipal Services Specialist – One year of experience as a Transportation Construction Inspector; OR three years of experience either in state and/or municipal roadway construction inspection that included reviewing and interpreting plans, specifications, and cost estimates; or in work involving the interpretation and analysis of state regulations related to municipal construction funding programs; OR two years of experience either in state and/or municipal roadway construction inspection that included reviewing and interpreting plans, specifications, and cost estimates; or in work involving the interpretation and analysis of state regulations related to municipal construction funding programs; and an associate’s degree; OR one year of experience either in state and/or municipal roadway construction inspection that included reviewing and interpreting plans, specifications, and cost estimates; or in work involving the interpretation and analysis of state regulations related to municipal construction funding programs; and a bachelor’s degree; OR an equivalent combination of experience and training which included one year of experience either in state and/or municipal roadway construction inspection that included reviewing and interpreting plans, specifications, and cost estimates; or in work involving the interpretation and analysis of state regulations related to municipal construction funding programs.
Municipal Services Supervisor – One year of experience as a Municipal Services Specialist; OR four years of progressively responsible and varied experience either in state and/or municipal roadway construction inspection that included reviewing and interpreting plans, specifications, and cost estimates; or in work involving the interpretation and analysis of state regulations related to municipal construction funding programs; OR three years of experience either in state and/or municipal roadway construction inspection that included reviewing and interpreting plans, specifications, and cost estimates; or in work involving the interpretation and analysis of state regulations related to municipal construction funding programs; and an associate’s degree; OR two years of experience either in state and/or municipal roadway construction inspection that included reviewing and interpreting plans, specifications, and cost estimates; or in work involving the interpretation and analysis of state regulations related to municipal construction funding programs; and a bachelor’s degree; OR an equivalent combination of experience and training that included two years of experience reviewing and interpreting plans, specifications, and cost estimates; or in work involving the interpretation and analysis of state regulations related to municipal construction funding programs.
Clarification of Requirements
Please make sure you meet all requirements. You may substitute related education for the required experience or appropriate experience for the required education. Unrelated experience or education will not be accepted. If you are not sure you qualify, contact one of the Commission’s offices listed at the end of this announcement for guidance.
Municipal Services Specialist – There is no substitution for the one year of experience either in state and/or municipal roadway construction inspection that included reviewing and interpreting plans, specifications, and cost estimates; or in work involving the interpretation and analysis of state regulations related to municipal construction funding programs.
Municipal Services Supervisor – There is no substitution for the two years of experience reviewing and interpreting plans, specifications, and cost estimates; or in work involving the interpretation and analysis of state regulations related to municipal construction funding programs.

Positions are filled by the Pennsylvania Department of Transportation (PennDOT). Positions are located in PennDOT District Engineering Offices throughout the Commonwealth and in central headquarters in Harrisburg (Dauphin County).

The test will be administered in the Harrisburg, Philadelphia and Pittsburgh State Civil Service Commission offices, Monday through Friday.
The test also will be held approximately 10 days a month at additional test centers located in Allentown, Erie, Johnstown, Lock Haven, and Scranton.
