NATURE OF WORK

 

As a Youth Development Counselor Supervisor, you will supervise employees performing professional counseling work in a State facility providing for the rehabilitation and social development of adjudicated delinquent youth. 

 

As a Youth Development Counselor Manager, you will perform administrative and managerial professional counseling work directing a rehabilitation and social development program for court committed, delinquent youth in a State residential care and treatment facility.

 

JOB REQUIREMENTS

If you are a final candidate for a position covered by the Child Protective Services Law, you will have to provide reports on your background, at your own expense, from such sources as the Pennsylvania State Police and the Pennsylvania Department of Public Welfare.

 

After you receive a conditional offer of employment, you must pass drug-screening tests and a medical examination.

 

Conditions of Employment

The working conditions are physically strenuous and emotionally demanding.  You must accept the following 4 conditions.  By submitting your application, you are indicating your willingness to 1) work in a confined and/or secure facility; 2) work directly with hostile, aggressive, defiant, combative, and withdrawn delinquent adolescents who have committed criminal offenses; 3) provide a therapeutic living and working atmosphere conducive to achieving the goals of rehabilitating delinquent adolescents; and 4) work varying shifts and holidays.

 

Minimum Requirements

 

Youth Development Counselor Supervisor - One year of experience as a Youth Development Counselor; OR 1 year of professional counseling experience with delinquent, pre-delinquent, or socially maladjusted youth in an organized program, and a bachelor’s degree in the behavioral sciences, special education, juvenile delinquency or criminal justice; OR an equivalent combination of experience and training which included 1 year of professional counseling experience in the care, custody, supervision, activities, leadership or personal guidance of delinquent, pre-delinquent or socially maladjusted youth in an organized program.

 

Youth Development Counselor Manager - One year of experience as a Youth Development Counselor Supervisor; OR 2 years of professional counseling experience with delinquent, pre-delinquent or socially maladjusted youth in an organized program, which included 1 year in a supervisory or consultative capacity, and a bachelor’s degree in the behavioral sciences, special education, juvenile delinquency or criminal justice; OR an equivalent combination of experience and training including 2 years of professional counseling experience with delinquent, pre-delinquent, or socially maladjusted youth in an organized program, which included 1 year in a supervisory or consultative capacity.

TESTING

 

The test will be administered on a computer.  Information about computerized testing is available online at www.scsc.state.pa.us OR in paper form at any State Civil Service Commission office.

The test will be administered in the Harrisburg, Philadelphia and Pittsburgh State Civil Service Commission offices, Monday through Friday.
