NATURE OF WORK

 

As a Human Resource Analyst, you will work in one or more of the following areas:  recruiting or interviewing applicants; evaluating jobs; developing examinations; performing labor relations duties; developing and conducting training programs; or explaining health, leave, retirement, and other employee benefits.

 

Human Resource Analysts 2 (General) perform more complex human resource functions.  Human Resource Analysts 3 (General) perform highly complex, specialized human resource functions and may also supervise employees.

 

As an Equal Opportunity Specialist 1, you will assist higher-level specialists or managers in the administration of an agency's Equal Employment Opportunity or Contract Compliance program.  You will interpret and apply pertinent laws, rules, and regulations in carrying out program assignments.

 

JOB REQUIREMENTS

 

You will be tested before your qualifications are reviewed.  Your test results will count only if you meet all job requirements.

 

For some jobs, offers of employment will be made only if you are willing to travel.  Travel expenses will be paid.

Minimum Requirements

 

Human Resource Analyst 1 (General) - One year of experience in the performance of technical human resource duties; and a bachelor's degree; OR an equivalent combination of experience and training.

 

Human Resource Analyst 2 (General) - One year as a Human Resource Analyst 1; OR 1 year of experience in the performance of professional human resource duties and a bachelor's degree; OR an equivalent combination of experience and training.

 

Human Resource Analyst 3 (General) - One year as a Human Resource Analyst 2; OR 1 year as a Field Human Resource Officer 1, and 1 additional year of professional human resource work; OR 2 years of experience in the performance of professional human resource work and a bachelor’s degree; OR an equivalent combination of experience and training.

 

Equal Opportunity Specialist 1 - One year of experience as a Human Resource Management Trainee,  Equal Opportunity Assistant, or Human Resource Assistant 2; OR 1 year of professional experience in an equal employment opportunity or human resource program and a bachelor’s degree; OR an equivalent combination of experience and training.

 

Clarification of Requirements

 

For Human Resource Analyst 2 (General) and Human Resource Analyst 3 (General), EEO contract compliance work alone is not qualifying as professional human resource duties.

Most state agencies employ Human Resource Analysts 1, 2, and 3 (General).  Most positions are in Dauphin County although some are located in other counties across the state.

 

The Pennsylvania Departments of General Services, Environmental Protection, and Corrections currently employ Equal Opportunity Specialists 1.  Positions are located in Dauphin and Cumberland Counties.

 

Lists created by this test will be used to fill future vacancies as they occur due to retirements, promotions, transfers, resignations and so forth.

 

Employment preference will be granted to individuals aged 60 and over for jobs with the Department of Aging.

TESTING

 

The test will be administered on a computer.  Information about computerized testing is available online at www.scsc.state.pa.us OR in paper form at any State Civil Service Commission office.

The test will be administered in the Harrisburg, Philadelphia and Pittsburgh State Civil Service Commission offices, Monday through Friday.

Employment and promotion lists will be established.  You will be notified in writing of your test results.
