NATURE OF WORK

 

As a Professional Conduct Investigator Supervisor you will supervise staff engaged in investigations of alleged misconduct by professional licensees, registrants, certificate holders, or other individuals or entities regulated by the Secretary of the Commonwealth of Pennsylvania.  You will analyze incoming information, establish priorities and provide guidance to staff regarding field investigations and the application of laws, rules and regulations governing various professions, occupations, commissioners and registrants; and you will provide guidance to investigators and assist with complex or unusual cases.

 

As a Regional Director, Bureau of Enforcement and Investigation you will manage the operation of a regional office of the Bureau of Enforcement and Investigation in a specific geographic area of the state.  You will plan and direct the enforcement of the standards of conduct, laws, rules and regulations governing various professions, occupations, businesses, commissioners and activities regulated under the authority of the Secretary of the Commonwealth of Pennsylvania.  You may be required to travel and participate in sensitive or complex investigations and you will manage, through subordinate supervisors, a staff of Regulatory Enforcement Inspectors, Pharmacy Inspectors, Mortuary Inspectors, Professional Conduct Investigators and a staff of support personnel.  Work will involve establishing and maintaining policies and procedures for the regional office and ensuring a flow of work assignments and documents to and from central office.

 

JOB REQUIREMENTS

 

You will be tested before your qualifications are reviewed.  Your test results will count only if you meet all job requirements.  If after reading the requirements you are not sure you qualify, contact one of the Commission's offices listed at the end of this announcement.

 

You must be willing to travel.  Travel expenses will be paid.

 

You must be a Pennsylvania resident, of good moral character and able to perform the essential functions of the job.

 

Minimum Requirements

Professional Conduct Investigator Supervisor – One year as a Professional Conduct Investigator 2; OR eight years of investigative experience involving the development and presentation of evidence regarding violations or alleged violations of rules and regulations, which includes two years of supervisory experience; OR four years of investigative experience involving the development and presentation of evidence regarding violations or alleged violations of rules and regulations, which includes two years of supervisory experience and a bachelor’s degree; OR an equivalent combination of experience and training that includes four years of investigative experience involving the development and presentation of evidence regarding violations or alleged violations of rules and regulations, which includes two years of supervisory experience.

 

Regional Director, Bureau of Enforcement and Investigation – Two years as a Professional Conduct Investigator Supervisor; OR ten years of investigative experience involving the development and presentation of evidence regarding violations or alleged violations of rules and regulations, which includes two years of supervisory experience; OR six years of investigative experience involving the development and presentation of evidence regarding violations or alleged violations of rules and regulations that includes two years of supervisory experience and a bachelor’s degree; OR an equivalent combination of experience and training that includes two years of experience supervising investigative activities.

 

Clarification of Requirements

You may substitute related education for the required experience or related experience for the required education.  Unrelated experience or education will not be accepted.

 

There is no substitution for the two years of required supervisory experience for either title.

TESTING

 

The test will be administered on a computer.  Information about computerized testing is available online at www.scsc.state.pa.us OR in paper form at any State Civil Service Commission office. 

 

You will have a maximum of 3 1/2 hours to complete the test which will cover the following subject areas:

The test will be administered in the Harrisburg, Philadelphia and Pittsburgh State Civil Service Commission offices, Monday through Friday.

If you take the test and want to take it again, you may be retested after 6 months from the date of your test.  You must submit a new application to be retested.

 

TEST RESULTS

 

Employment and promotion lists will be established.  You will be notified in writing of your test results.
