NATURE OF WORK

 

You will conduct inspections and surveys of health care facilities/providers to evaluate the quality of care and service; determine eligibility of facilities for state licensure and certification; and conduct complaint investigations.  New employees participate in a 1 year on-the-job training program including periodic in-service training, some of which is conducted out of state.

 

You will inspect and monitor specific program service areas (nursing, nutrition, social work, intellectual disabilities, or psychological services) for an assigned group of health care facilities/service providers to ensure that they meet licensure and certification standards, and comply with legal requirements and established departmental rules and regulations.  Duties include explaining licensure and certification rules and regulations to community agencies and the public; and conducting complaint investigations to determine the validity of allegations regarding service delivery in health care facilities.  You will prepare detailed reports of survey findings, recommendations for licensure status, adverse actions, certification status, and improvement in services.

 

You will be considered an essential employee.  Emergency assignments are at times received with little or no advance notice and may continue for any period of time ranging from a few hours to several weeks depending upon the nature of the circumstance.  The emergency assignments are sometimes performed under adverse conditions and may require travel to a site other than your headquarters for indeterminate periods of time.

You must be willing to travel.  Travel expenses will be paid.

 

You must be a Pennsylvania resident, of good moral character and able to perform the essential functions of the job.

 

Conditions of Employment

Health Facility Quality Examiner (Nursing) – Applicants possessing a non-renewable temporary practice permit must obtain licensure as a Registered Nurse within one (1) year of employment as defined by the Pennsylvania State Board of Nursing.

 

Necessary Special Requirements

Health Facility Quality Examiner (Nursing) – Possession of a current license to practice as a registered nurse issued by the Pennsylvania State Board of Nursing; or possession of a current, non-renewable temporary practice permit issued by the Pennsylvania State Board of Nursing.

 

Health Facility Quality Examiner (Social Work) – Possession of a bachelor’s degree in social work or social welfare.

 

Minimum Requirements For All Job Titles

A bachelor’s degree in the specialty area for which you are applying (i.e. nursing, nutrition, social work, intellectual disabilities or psychological services) and one year of related professional experience; OR an equivalent combination of experience and training.

 

Clarification of Requirements

You may substitute related education for the required experience.  With the exception of Health Facility Quality Examiner (Social Work), you may substitute appropriate experience for the required education.  Unrelated experience or education will not be accepted.  There is no substitution permitted for the necessary special requirements.

TESTING

 

You will be rated on your experience and training.  Your score will be based on information you report on your application and application supplement.

 

You must provide complete and accurate information.  Failure to do so may delay the processing of your application, or result in a lower-than-deserved score or disqualification.

 

If you take the test and want to take it again, you may be retested after 6 months from the date of your application.  A new application and application supplement are required for a retest.

 

If your name is on an eligible list for these job titles and you take this test, your most recent examination result will be the only one counted.

 

TEST RESULTS

 

Employment and promotion lists will be established.  You will be notified in writing of your test results.
