NATURE OF WORK

 

You will mediate labor-management disputes in both the public and private sectors.  You will initiate, conduct, and coordinate mediation conferences, hearings, or private caucuses during the bargaining process; investigate and secure pertinent background information relating to the assigned disputes; analyze the issues and determine their priorities and susceptibility to compromise; and formulate and propose suggestions, alternative solutions, and counter-proposals.

 

You will also conduct preventive mediation, seminars, and training programs in labor relations for union and employer representatives to promote proactive approaches to labor/management cooperation, and discuss various techniques of impasse resolution.

 

JOB REQUIREMENTS

 

You must be willing to travel.  Travel expenses will be paid.

Conditions of Employment

 

You must be willing to work irregular hours outside of the traditional 9 a.m. to 5 p.m. Monday through Friday work schedule.  You must be available on weekends and holidays as needed.  Meetings and discussions are frequently held in the evening by e-mail or telephone or in person.

 

You must be willing to travel extensively throughout various counties to perform your work.  This travel must be performed regardless of weather conditions.

 

Minimum Requirements

 

Four years of progressively responsible experience in the field of labor-management relations and two years of experience in labor contract negotiations, administration, or mediation which includes or is supplemented by one year of collective bargaining experience; OR a bachelorís degree with major coursework in labor-management relations, industrial management, or personnel administration and two years of experience in labor contract negotiations, administration, or mediation which includes or is supplemented by one year of collective bargaining experience; OR an equivalent combination of experience and training with two years of experience in labor contract negotiations, administration, or mediation which includes or is supplemented by one year of collective bargaining experience.

You may substitute appropriate experience for the required education or related education for the required experience except for the 2 years of experience in labor contract negotiations, administration, or mediation which includes or is supplemented by 1 year of collective bargaining experience.  Unrelated experience or education will not be accepted.

All positions are located in the Pennsylvania Department of Labor and Industry.  Filled positions are assigned to district offices in Hazleton (Luzerne County), Philadelphia (Philadelphia County), Pittsburgh (Allegheny County) and Harrisburg (Dauphin County).  Five vacancies are anticipated in the next year. TESTING

 

The oral test is tentatively scheduled in Harrisburg during the week of October 21, 2013.  The test will include oral examination questions and a role play situation in which you will be expected to respond as a labor mediator.  The testing process may take up to 2 hours.

 

After your eligibility is determined, you will receive a letter notifying you to schedule yourself for testing.  You will then be able to schedule your test date and time on the State Civil Service Commissionís website at www.scsc.state.pa.us.

 

The factors you will be rated on are Judgment and Problem Solving, Oral Communicative Ability, Interpersonal Skills, and Knowledge and Understanding of the Field.

 

You may take the test once under this announcement.  You may not reapply until another examination is announced.

 

If your name is on an eligible list for this job title and you take this test, your most recent examination result will be the only one counted.

TEST RESULTS
