NATURE OF WORK

 

You will conduct quasi-judicial administrative hearings and write formal adjudications and recommendations for the Pennsylvania Public Utility Commission (PUC).  You will be responsible for assuring fair, prompt and authoritative decisions based upon a well-developed record.  You will receive general administrative supervision from the Chief Administrative Law Judge; however, you will work independently on each assigned case.

 

JOB REQUIREMENTS

 

You must be willing to travel.  Travel expenses will be paid.

Minimum Requirements

Five years of professional experience in the practice of law and presently an attorney in good standing before the Pennsylvania Supreme Court, including at least three years in one or a combination of the following varieties of specialized experience:

 

A.

A judge of a court of record with primary responsibility for drafting proposed opinions and orders.

 

B.

The head, member or counsel of a governmental regulatory body holding formal hearings and making or recommending decisions on the basis of the record of such hearings.

 

C.

Experience in a government regulatory body as an examiner, Administrative Law Judge, officer or employee presiding over formal hearings and making or recommending decisions on the basis of the records of such hearings.

 

D.

Preparation or presentation of cases at formal hearings conducted by governmental regulatory bodies or court proceedings relating thereto.

 

E.

Preparation and trial of cases in courts of record or the preparation and appeals there from, which evidence skills in the area of regulation with which the Administrative Law Judge shall be concerned.

 

F.

Service as a responsible official of a governmental regulatory body, whose duties require him/her to review, analyze, evaluate and recommend action to be taken, and assist in the preparation of opinions by the head (or heads) of the body on decisions or recommended decisions on cases made by hearing officers on the record of formal hearings, or render responsible assistance to the head (or heads) of the body in the preparation for, or hearing of cases to be formally heard, cases coming for a formal hearing before the head (or heads) of the body, or in the preparation of decisions by the head (or heads) of the body on such cases.

 

G.

Teaching Administrative Law, Public Utility Law, Motor Carrier Law, Government Regulation of Business, Securities Regulations, Evidence, Corporations or Taxation in a college or law school.

TESTING

 

You must take the test on a computer.  Information about computerized testing is available online at www.scsc.state.pa.us OR in paper form at any State Civil Service Commission office. 

 

The written work simulation test will consist of essay questions that relate to typical cases Administrative Law Judges, PUC would likely encounter on the job.  Your responses will be rated on the following three factors:  Analytical Ability, Problem Solving Ability and Written Communicative Ability.  It will be to your advantage to become familiar with provisions of 52 Pa. Code, Chapter 5; and the Public Utility Code:  Title 66 Public Utilities, Chapters 3, 7, 13, 14, and 15.

 

After your eligibility is determined, you will receive notification to schedule yourself for testing.  You will then be able to schedule your test date and time on the State Civil Service Commissionís website at www.scsc.state.pa.us.

 

You will have a maximum of 3 1/2 hours to complete the test.  You will be required to enter and save your responses to each exercise on a computer.

 

You must take the test no later than September 6, 2014.

 

The test will be administered in the Harrisburg, Philadelphia and Pittsburgh State Civil Service Commission offices, Monday through Friday.

You may take the test once under this announcement.  You may not reapply until another examination is announced.

TEST RESULTS
