Examinations will be opened for application “as needed” by a Housing Authority which needs to fill a vacancy.

 

Examination openings for each Housing Authority will be announced by publication of a Recruitment Bulletin and local advertisement.  The Recruitment Bulletin will provide instructions on how to apply.  Copies of the Recruitment Bulletin will be posted at the Human Resource Office of the Housing Authority, Pennsylvania CareerLink offices, and offices of the State Civil Service Commission.

 

You may apply to take the test only after a Housing Authority has issued a Recruitment Bulletin.  You will have to complete an “Application for Employment/Promotion” to apply.  Applications will be accepted only for the limited period of time specified in the Recruitment Bulletin.  You must complete your application online.  Only online applications will be accepted.

NATURE OF WORK

 

Deputy Executive Director You will serve as chief aide to the Executive Director and assist in planning, coordinating and directing program and staff activities.  You will also supervise a professional and support staff in the day-to-day administration of a Housing Authority.

 

Executive DirectorYou will plan, organize, direct and coordinate all phases of a Housing Authority program, such as Tenant Selection, Occupancy, and Administrative Services.  You will act for the Board of Commissioners in all administrative matters and advise the Board on all problems of management, operations and program effectiveness.  You will develop and interpret administrative policies, procedures and regulations that govern the Housing Authority’s program, and supervise professional, administrative and technical staff in attaining program goals.

 

JOB REQUIREMENTS

 

For some jobs, offers of employment will be made only if you are willing to travel.  Travel expenses will be paid.

 

You must be of good moral character and able to perform the essential functions of the job.

Minimum Requirements

 

Deputy Executive DirectorTwo years of professional administrative supervisory experience in a Housing Authority or other publicly or privately owned government subsidized housing, and a bachelor’s degree; OR 3 years of professional administrative experience in residential property management, which included 2 years of supervisory experience, and a bachelor’s degree; OR an equivalent combination of experience and training which included 2 years of professional administrative supervisory experience in subsidized housing or 3 years of professional administrative experience in residential property management, which included 2 years of supervisory experience.

 

Executive Director Three years of professional administrative supervisory experience in a Housing Authority or other publicly or privately owned government subsidized housing, and a bachelor’s degree; OR 4 years of professional administrative experience in residential property management, which included 2 years of supervisory experience, and a bachelor’s degree; OR an equivalent combination of experience and training which included 3 years of professional administrative supervisory experience in subsidized housing or 4 years of professional administrative experience in residential property management, which included 2 years of supervisory experience.

 

NOTE:  No substitution allowed for the required years of professional administrative supervisory experience in subsidized housing or in residential property management.

Positions are located in 28 city and 52 county Housing Authorities throughout the State.  You should contact the city or county Housing Authorities where you are seeking employment for the most recent information on the availability of positions.

 

Opportunities for appointment occur due to normal turnover from retirements, promotions, resignations and so forth.

 

There are no current positions or expected job openings in the cities of Philadelphia or Pittsburgh, or in the counties of Cameron, Forest, Montgomery, Perry and Pike.

 

Employment preference may be given to residents of the city or county where the jobs are located.

 

Promotion preference may be given to employees who work in the city or county where the job openings occur.

 

TESTING

 

This will be an oral/work simulation test.  The test will include a 1-hour study period followed by a 45-minute oral presentation before an examination rating board.  The test will measure job requirements that are needed for effective job performance in all managerial positions.  The job requirements you will be rated on are:  decision making, problem analysis, communicating, delegating, managing conflict, and arranging and conducting meetings.

 

If you take the test and want to take it again, you may be retested after 12 months from the date of your test.  You must submit a new application to be retested.

 

If your name is on an eligible list for these job titles and you take this test, your most recent examination result will be the only one counted.

 

TEST RESULTS

 

Employment and promotion lists will be established.  You will be notified in writing of your test results.
