EMPLOYMENT OPPORTUNITIES

NATURE OF WORK

 

This is Administrative work assisting the Executive Director in the overall planning, coordinating, directing and managing of a housing authority. You will be responsible for supervising a professional and support staff in the day to day administration of a housing authority, as well as, planning, organizing and directing management and maintenance operations. You will coordinate assigned activities between Authority departments and with outside agencies and provide highly responsible and complex administrative support to the Executive Director. 

 


JOB REQUIREMENTS

 

Minimum Requirements

 

Two years of professional administrative supervisory experience in a housing authority or other publicly or privately owned government subsidized housing and a bachelor’s degree;  OR  three years of professional administrative experience in residential property management, which included two years of supervisory experience, and a bachelor’s degree;  OR  an equivalent combination of experience and training which included two years of professional administrative supervisory experience in subsidized housing or three years of professional administrative experience in residential property management, which included two years of supervisory experience.   

 

Condition of Employment

 

Candidates have to be a current resident of either Tioga or Bradford County in Pennsylvania.

 

Evaluation Policy

 

Professional administrative supervisory experience involves assigning and reviewing work, evaluating performance, handling grievances and being held accountable for the work of subordinates in the performance of one or more staff services such as administrative/office management, property/project management, tenant relations, budgeting, financial management, procurement, personnel and/or organization/management methods.

 

Housing authority or other publicly or privately owned government subsidized housing includes publicly or privately owned (profit or non-profit) government-subsidized housing.

 

Professional administrative experience in residential property management involves administering income-producing residential properties and/or managing the communal property and services of condominium and community associations.

Real estate sales or land/property development involving such activities as locating, acquiring, developing and/or disposing of real estate/property is not acceptable experience.

 

No substitution is allowed for the required years of professional administrative supervisory experience in subsidized housing or in residential property management.

 

Unrelated experience and/or education will not be accepted.

TESTING

 

 

This will be an oral/work simulation test.  This test will measure the job requirements that are needed for effective job performance in all managerial positions.  Therefore, the test does not include problems which are specific to a housing authority and is not based on housing rules and regulations.  You must pass the test in order to be considered for employment.  The test will last 45 minutes.  You will have an additional 60 minutes before the test to study and prepare your responses.  The requirements you will be rated on are: decision making, problem analysis, communicating, delegating, managing conflict, and arranging and conducting meetings.  The test will be held in the State Civil Service Commission’s office in Harrisburg as soon as possible after the application closing date.  You will receive a “Notice of Examination” informing you of the date, time and place to report.  There will be NO rescheduling or retesting under this announcement.

 

TEST RESULTS

 

Employment and Promotion lists will be established.

 

You will receive a Notice of Examination Results in the mail.   If it is determined that you meet the minimum requirements and pass the test, this Notification will give your test score, your relative standing on the list and how long the list will last.

 

If your name is on an eligible list for this job title and you take the test, your most recent examination results will be the only one counted.
