Examinations will be opened for application "as needed" by an Area Agency on Aging (AAA) which needs to fill a vacancy.

 

Examination openings for each AAA will be announced by publication of a Recruitment Bulletin and local advertisement.  The Recruitment Bulletin will provide instructions on how to apply.  Copies of the Recruitment Bulletin will be posted at the Human Resource Office of the AAA, Pennsylvania CareerLink offices closest to the AAA, offices of the State Civil Service Commission and on the Commission’s website www.scsc.state.pa.us for “Job Seekers”.

 

You may apply to take the test only after an AAA has issued a Recruitment Bulletin.  You will have to complete an "Application for Employment/Promotion" to apply.  You will have the option to apply online or by paper application.  Applications will be accepted only for the limited period of time specified in the Recruitment Bulletin.

NATURE OF WORK

 

You will manage and direct a social services program for the aging in a local Area Agency on Aging (AAA).  Work includes planning, developing, and implementing a comprehensive annual plan and budget to achieve the program goals and objectives.  Duties also involve planning, identifying needs and associated costs, and obtaining contractual agreements to provide the required services to clients served.  You will monitor and evaluate the quality of services provided to clients through contracts, or AAA staff.

 

Employees at all three levels perform the same duties, although the size and complexity of the program services increase with each level.

 

JOB REQUIREMENTS

For some jobs, offers of employment will be made only if you are willing to travel.  Travel expenses will be paid.

 

You must be a Pennsylvania resident, of good moral character and able to perform the essential functions of the job.

 

If you are a final candidate for a position covered by the Older Adults Protective Services Act, you will have to obtain a report of criminal record information, at your own expense, from the Pennsylvania State Police, or a statement that the State Police Central Repository contains no information relating to you.  If you have not been a resident of Pennsylvania for two years prior to the date that you received notification that you are a final candidate, you are also required to furnish a report of Federal Criminal History Record Information, at your own expense, from the Federal Bureau of Investigation.

 

Minimum Requirements

Two years of professional experience in a human services program, either in an administrative capacity or in providing social services to clients, including one year of supervisory experience, and a bachelor’s degree; OR an equivalent combination of experience and training.

 

Deputy Area Agency on Aging Administrator 3

Three years of professional experience in a human services program, either in an administrative capacity or in providing social services to clients, including one year of supervisory experience, and a bachelor’s degree; OR an equivalent combination of experience and training.

 

Deputy Area Agency on Aging Administrator 4

Four years of professional experience in a human services program, either in an administrative capacity or in providing social services to clients, including one year of supervisory experience, and a bachelor’s degree; OR an equivalent combination of experience and training.

Positions are located in Area Agencies on Aging throughout the State.  Each of the following or group of counties has one position for the job title indicated.

 

Deputy Administrator 2 – Huntingdon/Bedford/Fulton, Bucks, Cumberland, Lebanon, Northumberland, Somerset.

 

Deputy Administrator 3 – Delaware, Lancaster, Lehigh, Luzerne/Wyoming, Montgomery, Schuylkill.

 

Deputy Administrator 4 – Allegheny.

 

Lists created by these tests will be used to fill future vacancies as they occur due to retirements, promotions, transfers, resignations and so forth.

 

There are no current positions or expected future job openings in any counties except those listed above.

 

Employment preference may be given to residents of the counties where jobs are located.

 

Promotion preference may be given to employees who work in the counties where job openings occur.

 

Employment preference will be granted to individuals aged 60 and over.

TESTING

 

This will be an oral/work simulation test.  This test will measure job requirements that are needed for effective job performance in all managerial positions.  The factors you will be rated on are: decision making, problem analysis, communicating (to exchange information), delegating, managing conflict, and arranging and conducting meetings.

 

You will have a one-hour study period to review the "in-basket" of a manager in a fictitious agency.  During the hour you are to assume the role of the manager, identify problems in the situation presented, and determine what you would do in response to the in-basket items.  The in-basket items are not specific to an Area Agency on Aging.  You will then spend 45 minutes with an oral examination rating board.  You will describe your responses to the in-basket to the board. The board members will be experienced managers.

 

You will also receive information prior to your scheduled test describing this process.

 

If you take the test and want to take it again, you may be retested after 12 months from the date of your test, if the test is open for application.  You must submit a new application to be retested.

                                               

If your name is on an eligible list for these job titles and you take this test, your most recent examination result will be the only one counted.

 

TEST RESULTS

 

Employment and promotion lists will be established.  You will be notified in writing of your test results.
