Deputy Secretary of Banking
As Deputy Secretary for Depository Institutions, Wendy Spicher oversees safety and soundness examinations conducted on all Pennsylvania state-chartered banks, savings associations, credit unions and non-depository trust companies.
Spicher joined the Department of Banking in August 2006 as Director of the Office of Economic Development. In this role, she assisted bankers in the utilization of state loan and loan guarantee programs to help businesses grow and create jobs in Pennsylvania.
During her career, Spicher has held senior positions at some of the largest financial institutions in the commonwealth, including vice president of wealth management at PNC bank, vice president of relationship management at Mellon Bank and vice president of commercial loans at Allfirst (now M&T). In addition, Spicher served as credit/risk manager for the Beistle Company, the largest and oldest manufacturer of decorations and party goods in the United States. She also has experience as a bank examiner for the Federal Deposit Insurance Corporation (FDIC).
Spicher is a graduate of the Pennsylvania State University where she earned a degree in business administration with a major in finance and an emphasis on economics. She has also studied at the School of Business Administration (ESAN) in Lima, Peru and graduated with highest honors from the Pennsylvania Bankers Association Advanced School of Banking.
