"The Pennsylvania Coalition Against Rape’s (PCAR) Training and Technical Assistance Department provides an array of information, training, and resources through quarterly Technical Assistance Bulletins. One of the Bulletins, Reaching Individuals along all Literacy Levels, provides practical approaches, tools, and a range of resources to more effectively respond to the needs of Victims/Survivors across all literacy levels.
