The Department of General Services (DGS) has just completed a review of the Small Business Procurement Initiative Construction program and is pleased to announce the following changes intended to increase small business participation and widen the range of contracting opportunities available to SBPI participants. These changes are effective as of September 4, 2013.
ELIMINATION OF SEPARATE TIER 2 AND TIER 3 CLASSIFICATIONS AND ADDITIONAL OPPORTUNITIES FOR TIER 1 CONTRACTORS
The Tier 2 and Tier 3 bidding segments will now be consolidated under a single category called Small Business Construction Program. Bidding opportunities for this new consolidated program will include projects valued between $25,000 and less than $300,000. These opportunities will be publicly solicited and available for bidding by any self-certified small construction business, including Tier 1 businesses capable of meeting the project scope of work and possessing the bonding capacity required for each project.
RETENTION OF THE TIER 1 ITQ PROGRAM
The Tier 1 ITQ Program for projects valued between $5,000 and $24,999.99 will remain intact in accordance with current guidelines. As currently required, Tier 1 contractors (those whose three year average gross sales income is $300,000 or less as reflected on the SBPI Self-Certification Certificate) must complete the Tier 1 ITQ Program on-line application process to become eligible to bid on Tier 1 opportunities. Only Tier 1 contractors are eligible for the Tier 1 ITQ Program opportunities.
