AQB ANNOUNCES CHANGES TO APPRAISER QUALIFICATIONS


On Dec. 9, 2011, the Appraiser Qualifications Board of The Appraisal Foundation adopted changes to the Real Property Appraiser Qualification Criteria that will become effective Jan. 1, 2015. These changes represent minimum national requirements that each state must implement no later than Jan. 1, 2015.

1. Education and experience must be completed prior to taking the AQB-approved National Uniform Licensing and Certification Examination.  Pennsylvania already requires this.

2. AQB requires that all candidates for a real property appraiser certification undergo a criminal background check from state and federal agencies. AQB also strongly encourages states to perform background checks on existing credential holders as well.  The Board has requested a change to the Real Estate Appraiser Certification Act to authorize the Board to require applicants to obtain a criminal background check from the Pennsylvania State Police and the Federal Bureau of Investigation.  The Board has decided not to require existing certificate holders to obtain a criminal background check.

Segmented Approach Extended Until End of 2012

At its February 2012 meeting, the Pennsylvania State Board of Certified Real Estate Appraisers voted to extend the segmented approach to criteria implementation until Jan. 1, 2013. 

Originally, the segmented approach was scheduled to be retired on Jan. 1, 2012; however the Board felt that additional time was needed in order to give appropriate notice to appraisal trainees and current credentialed appraisers who were planning on upgrading their certification status.

TRAINEES AND SUPERVISORS: PREPARE FOR CHANGES

In December 2011, the Appraiser Qualifications Board (AQB) of The Appraisal Foundation adopted changes to the Real Property Appraiser Qualification Criteria that will become effective Jan. 1, 2015. These changes represent minimum national requirements that each state must implement no later than Jan. 1, 2015.

Many of these changes will not affect certified appraisers and licensed appraisers in Pennsylvania; however there are four changes that are considered significant.  The Pennsylvania State Board of Certified Real Estate Appraisers (the Board) has written this article to make trainees and supervisors aware of these important changes to qualification criteria.
