Charter School Funding in Pennsylvania
 
 
 
Funding for charter schools is addressed in Section 1725-A (PDF) of the Pennsylvania Public School Code.
 
Pursuant to section 1725-A(a)(5), a charter school may ask the Secretary of Education to redirect a school district’s subsidy when the school district refuses to pay the charter school for educating resident students.  The request must be in writing and include a copy of the invoices prepared in the format required by the Department of Education (Department).  In addition, the Department must have a copy of the Charter School Student Enrollment Notification Form for each student and copies of the cover and signature pages of the Individualized Education Program (IEP) for students receiving special education services.
 
The following files contain selected expenditure per average daily membership amounts that a charter school should use when billing a school district.   These amounts are calculated on form PDE-363 “Funding for Charter Schools, Calculation of Selected Expenditures Per Average Daily Membership” that a school district must complete each year for the Department and at a charter school’s request.
