Collective Bargaining/M&D

All agencies under the Governor’s jurisdiction constitute a single employer and are represented by the OA-Human Resources' Bureau of Labor Relations for the purposes of collective bargaining, grievance arbitration, Pennsylvania Labor Relations Board appeals, and court actions that involve labor cases. Labor agreements have an impact on almost every action which involves employee wages, hours and other terms and conditions of employment.
