College Initiatives

The Pennsylvania Liquor Control Board is involved in the prevention of high-risk drinking among college students. Examples of these efforts include:


Brief Alcohol Screening and Intervention for College Students (BASICS) Pennsylvania

BASICS is an effective individual prevention program that reduces high-risk drinking and alcohol-related harm among college students when delivered by qualified caregivers at your institution. BASICS is recognized nationally by the National Institute of Alcoholism and Alcohol Abuse (Tier One Prevention Program) and by the Center for Substance Abuse Prevention (CSAP Model Program). The Higher Education Center for Alcohol and Other Drug Prevention also recommends using evidence-based individual-focused strategies as part of a comprehensive prevention approach.

BASICS in combination with other prevention programs at your institution may reduce the risk and liability of your College or University because of its recognized status as a program that works. BASICS may also assist your institution to identify and refer more severe cases of alcohol abuse for additional intervention thereby increasing the retention of students in college who may otherwise leave your institution due to alcohol abuse.

Collegiate Grant Program

The PLCB initiated a grant program in 1999 to provide funds to colleges and universities throughout Pennsylvania to develop or enhance campus-community coalitions.   During the subsequent years of funding, institutions have used the grant funds to begin or improve their environmental management strategies to reduce underage and high risk drinking by college students.  Municipalities that host institutions of higher education are also eligible for these grants.
