Department of General Services to Update Energy Efficiency Improvement Project Contract Guidelines
To the Energy and Construction Contracting Community:
Over the last several months, the Department of General Services (DGS) has evaluated the Guaranteed Energy Savings program. Based upon this review, DGS has revised critical documents that will be used on all future DGS GESA projects. As you will see, we have crafted a new Request for Proposal (RFP) that will improve efficiency and permit greater transparency in the contract award process and will also improve construction administration.
Before issuing the documents, DGS would appreciate receiving constructive criticism of the proposed approach and documents from firms and individuals whose experience and expertise in the energy industry will add additional benefits to the documents. Recognizing the importance of your input into improving the GESA program, coupled with the approaching holiday season, we’ve set up a 45-day public review and comment period, which should provide ample opportunity to review and comment on the documents. Please submit written comments by January 18, 2012. These written comments may be emailed to loreilly@pa.gov using the topic of “GESA comments”. If more convenient, you may submit comments by letter addressed to 100 Tent Building, 18th & Herr Streets, Harrisburg, PA 17125.
