CO-OCCURRING DISORDER COMPETENCY APPROVAL

 

In February 2006, the Departments of Public Welfare and Health issued a joint bulletin concerning co-occurring competency approval criteria.  This bulletin is the result of a multi-year project between the Division of Drug and Alcohol Program Licensure and the Office of Mental Health and Substance Abuse Services and is the first step in statewide infrastructure development to support a co-occurring disorder service delivery system.

 

The primary objectives of this bulletin are:

 

  • To move the entire behavioral health system toward the achievement of core competency to serve individuals with co-occurring psychiatric and substance use disorders who are already engaged in a facility program. 

  • To provide the framework for delineating objective criteria for defining Co-Occurring Disorder Competency for any facility within the Commonwealth licensed by the Department of Health, Division of Drug and Alcohol Program Licensure or the Department of Public Welfare, Office of Mental Health and Substance Abuse Services. 

  • To describe the process by which licensed facilities can achieve Co-Occurring Disorder Competency. 

  • To provide direction for County MH/MR Programs and Single County Authorities in supporting the development of Co-Occurring Disorder Competent programs in all facilities.
