Persons, partnerships, corporations, and other legal entities that provide drug and alcohol services are required to be licensed as a drug and alcohol facility. Once licensure is obtained, a certificate of licensure or certificate of compliance is issued to the owner for a specific location and for specific drug and alcohol activities. A facility may be licensed for more than one activity.
Depending on the legal base under which the organization operates and the services being provided, different chapters of regulations apply. Currently there are three separate chapters where drug and alcohol treatment regulations are found. Additional regulations specific to the physical plant, staffing, and narcotic addiction treatment apply depending on the type of activity being provided.

Chapter 157 contains standards for certification of drug and alcohol inpatient hospital detoxification or inpatient hospital treatment and rehabilitation services delivered in a general or acute care hospital. The beds used for these activities are licensed beds under the hospital's license.
Chapter 704contains standards for staffing of drug and alcohol treatment activities.
Chapter 705 contains standards for the physical plant in which drug and alcohol activities are provided.
Chapter 709 contains standards for licensure of free-standing treatment activities. The majority of drug and alcohol facilities fall under this chapter. Licensed psychiatric hospitals also fall under this chapter.
Chapter 711 contains standards for certification of treatment activities which are part of a health care facility. These treatment services may be provided inside or outside of the licensed hospital, but if the treatment services provided are residential, they may not be provided in beds covered under the hospital's license.
