Electronics Recycling Management Program




Electronic discards include computers, monitors, televisions, audio equipment, printers, and other electronic devices. Consumer electronic products are characterized by rapidly evolving technology and a relatively short product life. Advances in technology for all electronic equipment, particularly cell phones, soon renders them obsolete. The average lifespan of a computer is about three to four years. Items that break are often not repaired due to the relatively low price of new equipment. When the equipment breaks or becomes obsolete, it is often discarded into the waste stream. Given the sheer volume of obsolete electronics and the hazardous materials they may contain, consumers and generators are encouraged to seek environmentally safe recycling when their electronics reach the end of its useful life.

NEW - Covered Device Recycling Act

The Covered Device Recycling Act (CDRA, House Bill 708), Act 108 of 2010 , requires manufacturers to provide recycling programs for desktop computers, laptop computers, computer monitors, computer peripherals and televisions sold to consumers in Pennsylvania beginning in January 2012.  Other requirements also apply. Please see the links below. (Note to manufacturers – this does not include manufacturers of computer peripherals if the manufacturer does not make other covered devices).

Beginning Jan. 24, 2013, desktop computers, laptop computers, computer monitors, computer peripherals, televisions, and any components of such devices may no longer be disposed in Pennsylvania with municipal waste. Additionally, covered devices that are not from an occupant of a single detached dwelling unit or a single unit of a multiple dwelling unit that used a covered device primarily for personal or small business may no longer dispose of these devices or their components at that time. All of these devices are required to be properly recycled.
