Key Programmatic Functions
- Provides full range of Labor Relations Coordinator (LRC) and employee relations services. Functions as a direct report to the Human Resource Director and supervises Human Resource Trainees assigned to the office.
- Workforce composition: 65% Civil Service covered employees versus 35% non-civil service employees and 65% AFSCME/PSSU covered versus 35% non-union covered employees.
- Employee relations functions include interim Workplace Violence Coordinator and alternate for Americans with Disability Act/SEAP/EEO Investigation Coordinator.
- Provides technical advise to supervisors and managers regarding the interpretation and implementation of the AFSCME/PSSU contracts/memoranda, Civil Service rules, management directives and federal/state employment laws.
- Advocates and communicates the concept of practicing sound and consistent employee relations in all Human Resource related areas to increase job productivity, improve job performance, reduce employee interest in appeals, and to uphold discipline on appeal.
- Promotes cooperative labor relations environment with AFSCME and PSSU both at the local level and with the union headquarters staff.
- Practices proactive approach by ensuring hands-on involvement conducting high profile/complex employee investigations, preparing all pre-disciplinary conference notices/related questions and developing all formal notices of employment-related corrective action.
- Develops and implements employee and labor relations policies. Investigates and responds to employee appeals and grievances.
- Represents management at grievance meetings/hearings and meet and discuss sessions. Facilitates the implementation of management initiated proposed changes to employee working conditions by leading discussions with affected union(s) as appropriate.
