Basic Education Circular -- The purpose of this circular is to clarify the responsibilities of LEAs to provide a carefully articulated planned educational program for each student with limited English proficiency that allows the student to meet state academic standards and succeed in school.

Home Language Survey --
The Office of Civil Rights (OCR) requires that LEAs identify limited English proficient (LEP) students in order to provide appropriate language instructional programs for them. Pennsylvania has selected the Home Language Survey as the method for the identification.
