Below is a brief overview outlining the purpose of each item listed under Resource Documents. To access any of the items listed below, please click on the appropriate document under Resource Documents located on the left navigation bar.
  • Basic Education Circular -- The purpose of this circular is to clarify the responsibilities of LEAs to provide a carefully articulated planned educational program for each student with limited English proficiency that allows the student to meet state academic standards and succeed in school.
  • Exit Criteria for Pennsylvania's English Language Instructional Programs -- Provides LEAs with consistent statewide LEP exit criteria. The exit criteria for English Language Learners represent valid and reliable evidence of a student's English language proficiency to exit from an English language instructional program.
  • Post-Exit Monitoring Guidance and Sample Monitoring Report Forms -- All English language learners (ELLs) who are exited from language instructional programs must be monitored for a two year period after exit as required by NCLB Title III. PDE is providing LEAs with guidance to ensure compliance.
  • Foreign Exchange Students -- Provides guidance to local education agencies regarding foreign exchange students.
  • Guidebook for Planning Programs for English Language Learners -- The purpose of this guidebook is to assist LEAs in meeting their obligations regarding ELLs and to guide ESL/Bilingual program development.
  • Home Language Survey -- The Office of Civil Rights (OCR) requires that LEAs identify limited English proficient (LEP) students in order to provide appropriate language instructional programs for them. Pennsylvania has selected the Home Language Survey as the method for the identification.
  • Parental Consent for English Language Instruction Programs -- Explains the obligations of LEAs providing ESL/Bilingual programs to students identified as English language learners (ELLs) as they relate to parents' requests to opt their children out of ESL instruction.
  • Program Statistics -- Statistics relative to English language learners
