Pollution Prevention Assistance Account (PPAA) Loan Program
The Small Business Pollution Prevention Assistance Account (PPAA) Loan Program provides low interest loans to small businesses undertaking projects (located within the Commonwealth of Pennsylvania) that reduce waste, pollution or energy use. Loans will be used to fund 75 percent of the total eligible project cost. The maximum loan amount is $100,000 within any 12-month period. Small businesses with 100 or fewer full-time employees are eligible. The loan has a fixed interest rate of 2 percent and a maximum loan term of 10 years. This funding can help small businesses comply with environmental regulations while receiving the economic benefits of preventing pollution and using energy more efficiently.

The loan application package consists of three parts: the program guidelines, a Determination of Eligibility (DOE) application and a Single Application for Asistance application. To view any of these online, click on the following links:
DCED Single Application for Assistance - Complete and submit the "Single Application for Assistance" application through one of the area loan organizations (ALOs) or industrial resource centers (IRCs) listed in the program guidelines to DCED for their review. The ALO/IRC may charge an application fee for providing assistance in completing the "Single Application for Assistance" application. Effective Sept. 1, 2008, DCED requires that all funding applications be submitted using the online Electronic Single application. Paper applications are no longer accepted. A copy of the submitted electronic application, the signature page and any supplemental/addenda information should be forwarded to DCED's Customer Service Center, 400 North St., 4th Floor, Harrisburg, PA 17120.
