Under the Workforce Investment Act of 1998 and the Governor’s Workforce Development System, ABLE provider agencies are mandated partners in each Workforce Investment Area (WIA) in which they are funded to provide ABLE services. To support this, ABLE Coalitions exist in each WIA. ABLE providers in each WIA are responsible for working together to coordinate services among themselves and with the local Workforce Investment Board (WIB) and PA CareerLinkĀ®. Each Coalition elects between one and three individuals to provide leadership for the group and, if appropriate, nominates a Coalition member to represent adult education on the local WIB.
