Safe and Drug-Free Schools and Communities:  Discretionary Grants Announcements

The U.S. Department of Education’s Office of Safe and Drug Free Schools (OSDFS) will begin announcing its discretionary grant programs, four of which require the equitable participation of private school students and teachers.  Private school officials should be aware of these grant programs as they focus on readiness and emergency management for schools, school-based student drug testing, healthy student development, and programs to reduce alcohol abuse.

Discretionary Grants

*        Readiness and Emergency Management for Schools

*        School-Based Student Drug-Testing Programs

*        Safe Schools-Healthy Students Initiative

*        Grants to Reduce Alcohol Abuse Program

Each of these OSDFS grant programs is discretionary, meaning that public school districts must apply for these grants if they are interested in participating.  Districts that receive any of these grants are required to provide for the equitable participation of students and teachers in private schools that are located in their districts.

The districts must engage in timely and meaningful consultation with private school officials during the design and development of the program and before any decision is made that affects the opportunities of eligible private school students and teachers to participate.  They must ensure that grant program activities and services address the needs of private school students.  The districts must also retain administrative direction and control over grant funds.

Private school officials who are interested in having their students and teachers participate in any of these programs are advised to contact their local school district and inquire as to whether the district plans to apply for any of these discretionary grant programs.  If so, private school officials should inform the district that they would like to consult about the participation of their school’s students and teachers.

NOTE

One of these programs, the School-Based Student Drug-Testing Program, allows private schools to apply directly for grants.  If a private school is awarded such a grant, the school then becomes a recipient of federal financial assistance and is subject to the laws and regulations that apply to recipients of such assistance.  Private school officials should consider this prior to applying for this grant.

Employment Opportunity in the Office of Innovation and Improvement

The U.S. Department of Education’s Office of Innovation and Improvement (OII) is seeking a new director for the Parental Options and Information (POI) office.  POI focuses on public school choice and parental options, including public charter schools and magnet schools.  POI also administers the D.C. Opportunity Scholarship Program, which provides low-income parents in the District of Columbia with scholarships for their children to attend private schools in Washington, DC.

OII is looking for a highly motivated, creative individual to serve as a supervisory education program specialist to lead this unique and innovative team.  Candidates for this position must have experience working with educational choice programs such as charter schools or magnet schools, at the district, state or federal level.  The closing date for the announcement is January 16, 2008.

About OII

OII is the entrepreneurial arm of the  U.S. Department of Education and includes the Office of Non-Public Education (ONPE), POI and other offices.  OII makes strategic investments in innovative educational practices through two dozen discretionary grant programs and coordinates the public school choice and supplemental educational services provisions of the Elementary and Secondary Education Act as amended by No Child Left Behind.
