Safe and Drug-Free Schools and Communities: Discretionary Grants Announcements
The U.S. Department of Education’s Office of Safe and Drug Free Schools (OSDFS) will begin announcing its discretionary grant programs, four of which require the equitable participation of private school students and teachers. Private school officials should be aware of these grant programs as they focus on readiness and emergency management for schools, school-based student drug testing, healthy student development, and programs to reduce alcohol abuse.

Each of these OSDFS grant programs is discretionary, meaning that public school districts must apply for these grants if they are interested in participating. Districts that receive any of these grants are required to provide for the equitable participation of students and teachers in private schools that are located in their districts.
The districts must engage in timely and meaningful consultation with private school officials during the design and development of the program and before any decision is made that affects the opportunities of eligible private school students and teachers to participate. They must ensure that grant program activities and services address the needs of private school students. The districts must also retain administrative direction and control over grant funds.
Private school officials who are interested in having their students and teachers participate in any of these programs are advised to contact their local school district and inquire as to whether the district plans to apply for any of these discretionary grant programs. If so, private school officials should inform the district that they would like to consult about the participation of their school’s students and teachers.
NOTE
One of these programs, the School-Based Student Drug-Testing Program, allows private schools to apply directly for grants. If a private school is awarded such a grant, the school then becomes a recipient of federal financial assistance and is subject to the laws and regulations that apply to recipients of such assistance. Private school officials should consider this prior to applying for this grant.
