The office’s mission is to ensure that all persons are afforded equal employment opportunities in the department. Its vision is to be fair and consistent in the execution of those duties.

The office fulfills its mission by performing the following major functions:

Training and Education: The office educates the public by participating in educational workshops and mentoring programs aimed at preparing individuals for careers in law enforcement. The office educates employees by providing training on topics such as sexual harassment and cultural diversity, and by counseling them about their rights and avenues of recourse under EEO policies and laws. The office also furthers its mission by meeting with management employees to discuss EEO objectives and provide technical assistance with equal opportunity responsibilities.

Monitoring: The office monitors personnel actions by reviewing Equal Employment Review Certificates (EERCs). The review of EERCs assures equal employment opportunities for all persons, including minorities, females and the disabled, in the hiring and promotion process. On-site EEO Facility Compliance Reviews are used to monitor each facility’s compliance with EEO objectives, policies and laws. The office also reviews agency contracts to determine adherence to programs designed to promote the participation of certified Minority-Owned Business Enterprise (MBE), Women-Owned Business Enterprise (WBE) and other small disadvantaged businesses.

Recruitment: Involvement in recruitment activities helps the office fulfill goals to recruit qualified persons, particularly minorities, females and the disabled. Recruitment activities include attending college, university, technical and vocational school career days and job fairs; contacting military branches, church groups, women and minority organizations and communities to disseminate information about the hiring process; and placing advertisements in local newspapers and publications with minority/female readership.

Investigations: The office conducts on-site investigations of discrimination complaints in a prompt, confidential and professional manner. It conducts desk audits, full document reviews and on-site reviews of contractors and grantees to ensure that equal opportunities are provided to their employees and subcontractors.

Reporting: The office prepares the agency’s annual EEO Plan in order to implement and support the Commonwealth’s Equal Opportunity Programs. The office also conducts adverse impact studies, as necessary, to defend the agency’s EEO Plan and Programs. EEO Plans and adverse impact studies are forwarded to the Office of Administration, the Commonwealth’s administrator of EEO programs, for review. The office also prepares the agency’s Contract Compliance Annual Program Reports and Plans and forwards them to the Commonwealth’s administrator of Contract Compliance Programs, the Department of General Services, for review
