About HR
OA-Human Resources administers programs to attract and retain a high-quality workforce to serve Pennsylvania citizens in government agencies under the Governor's jurisdiction.
Some key activities include:
- recruiting, screening, and referring candidates for non-civil service vacancies
- creating, enforcing, and ensuring uniform application of equal employment opportunity policies
- developing, maintaining, and administering logical classification and job evaluation standards
- developing, maintaining, and administering highly competitive employee benefits programs
- implementing effective and equitable salary programs that meet legal and contractual requirements
- offering training and development opportunities to increase employee effectiveness at all levels of state government
- directing labor relations activities in the state's role as an employer
- administering collective bargaining agreements and memoranda of understanding entered into with employee organizations; investigating and responding to employee grievances; and conducting labor relations training for supervisory and management personnel
In 2010, the Office of Administration launched the HR Service Center to provide common human resources, benefits and payroll services and information to employees of agencies under the Governor’s jurisdiction. The organization also supports enterprise-wide system activities that include:

managing of agency salary and wage complements
- personnel transactions, such as new hires, promotions, separations and reclassifications
- enterprise-wide support for the SAP HR/Payroll system
