INTERMEDIATE CARE FACILITIES
 
The Division of Intermediate Care Facilities (DICF) is the regulatory agency responsible for ensuring the health, safety, and welfare of individuals with mental retardation or other related conditions living in ICFs/MR or ICFs/ORC in the Commonwealth of Pennsylvania.  The Division is also responsible for enforcing quality care standards for Psychiatric Residential Treatment Facilities (PRTFs) for individuals under 21 years of age. 
 
The Division is the designated state survey agency responsible for inspecting ICFs/MR, ICFs/ORC, and PRTFs for compliance with federal certification standards and for conducting complaint investigations.
