The purpose of the Limited English Proficient System (LEP System) is to collect information on ESL/Bilingual Education Programs and English language learners for the purpose of reporting data to the Pennsylvania Department of Education and the United States Department of Education. The LEP System is also used to determine Title III funding for districts that qualify and participate in Title III funding opportunities. To be compliant with NCLB federal reporting requirements as well as state reporting requirements, each year school districts, charter schools and comprehensive AVTS/CTC must complete the LEP System regardless of English language learner enrollment.
