Safe Schools Targeted Grant

The Department of Education’s Office for Safe Schools has released a Request for Application (RFA) for targeted grants to school entities to fund programs which address school violence.  These targeted grants will be allocated through a competitive grant review process.  Each grant will be submitted via the E-grant system.  The window for submission of the application is October 21, 2013 to December 6, 2013.   

The maximum individual grant will be $25,000.  This grant can be used to fund programs which address school violence, specifically:

  • Conflict resolution or dispute management.
  • Peer helpers programs.
  • Risk assessment or violence prevention curricula.
  • Classroom management.
  • Development of Student Codes of Conduct.
  • Training to undertake a district-wide assessment of risk factors that increase the likelihood of problem behaviors among students.
  • Development and implementation of research-based violence prevention programs addressing risk factors to reduce incidents of problem behaviors among students including, but not limited to bullying.
  • Comprehensive, district-wide school safety, violence prevention, emergency preparedness  and all-hazards plans, including revisions or updates to such plans and conducting emergency preparedness drills and related activities with local emergency responders.
  • Development of comprehensive, district-wide school safety and violence prevention plans.
  • Purchase of security-related technology which may include metal detectors, protective lighting, surveillance equipment, special emergency communications equipment, electronic locksets, deadbolts and theft control devices and training in the use of security-related technology.  Security planning and purchase of security-related technology shall be based on safety needs identified by the school entity’s board of directors.
  • Institution of student, staff and visitor identification systems.

School Police Officer/School Resource Officer Targeted Grant

The Department of Education’s Office for Safe Schools has released a Request for Application (RFA) for targeted grants to school entities to fund the training and compensation of school resource officers and school police officers.  These targeted grants will be allocated through a competitive grant review process.  Each grant will be submitted via the E-grant system.  The window for submission of the application is October 21, 2013 to November 22, 2013. 

The maximum individual grant will be $60,000 for a School Resource Officer and $40,000 for a School Police Officer.  School entities that have not employed a school police officer within the three years immediately preceding the effective date of the grant will receive priority.   Additionally, priority will be given to those school entities that utilize school resource officers or school police officers who have completed additional training recommended by the department relating to interaction with all children and adolescents within a school setting.

For school entities that apply specifically for funding for School Police Officers, priority will be given to school entities that utilize School Police Officers who satisfy all of the following:

  1. Are retired federal agents or retired state, municipal or military police officers.
  2. Are independent contractors of the school entity.
  3. Are compensated on an hourly basis
  4. Receive no other compensation or fringe benefits from the school entity.
  5. Have completed such annual training as required by the Municipal Police Officers' Education and Training Commission 53 Pa.C.S. Ch. 21 Subch. D (relating to municipal police education and training).
  6. Are in satisfaction of the requirements of Section 111 of the Pennsylvania Public School Code requirement for background checks for student teachers and the employees of public and private schools and their contractors
  7. Have been indemnified by the school entity pursuant to 42 Pa.C.S. §8548 (relating to Indemnity).
  8. Are utilized by a school entity that has not employed a school police officer within the three years immediately preceding the effective date of this clause.

School Resource Officer -
Municipality Targeted Grant

The Department of Education’s Office for Safe Schools has released a Request for Application (RFA) for targeted grants to local municipalities to fund the training and compensation of school resource officers.  These targeted grants will be allocated through a competitive grant review process.  

Each grant will be submitted via the E-grant system with the exception of the municipalities which will need to submit paper copies since they do not have E-grant system access.  The window for submission of the application is October 21, 2013 to November 22, 2013. 

The maximum individual grant will be $60,000 for a School Resource Officer.  Priority will be given to those school entities and municipalities that utilize school resource officers who have completed additional training recommended by the department relating to interaction with all children and adolescents within a school setting.

Local municipalities can apply and receive a grant but they must have prior consent of the governing board of the school entity or nonpublic school to assign School Resource Officers on the premises of a school entity or nonpublic school.  Municipalities are not eligible to receive any grant funds for any purpose other than for costs associated with School Resource Officers and are not eligible for other grants provided.  In assigning School Resource Officers, municipalities must take into consideration the proportion of students enrolled in each school entity or nonpublic school.
