Samantha Divine Jallah
Department of Health
Samantha Divine Jallah is Assistant Counsel to the Department of Health. Her practice involves both transactional matters and administrative litigation. On a daily basis, she counsels leaders of the Department of Health, participates in the issuance of state contracts with private commercial vendors as well as other states, represents the Department in trials before administrative judges, and negotiates settlement offers on behalf of the Department.
Samantha received a Bachelor of Science degree in Biology, cum laude, from California University of Pennsylvania in 2001 and a Juris Doctor from the Penn State Dickinson School of Law in 2014. Between college and law school, Samantha worked as an Assistant Vice President and Retail Office Manager at a major community bank in Delaware.
As recipient of the 2014 National Association of Women Lawyers Outstanding Student Award, Samantha formerly served as an intern for the Honorable Judge Calvin Scott, Jr., the Superior Court of Delaware, a law clerk at a litigation firm in Atlanta, Georgia, and a corporate law intern at the Coca-Cola Company. Ms. Jallah is also the founder of Liberian Awards, Inc., a nonprofit organization that mentors immigrant college students and recognizes immigrants excelling in the Diaspora.
