Business Registration Processing Timeline

The information below outlines the expected registration processing time for the Commonwealth Departments of Labor and Industry, Revenue, and State.

 
Department of Labor & Industry

The Department of Labor & Industry processes most electronic registrations for Workers’ Compensation and Unemployment Compensation (UC) within 7-10 business days after the receipt of a signed electronic signature application.  Registrations involving a predecessor, a bulk sale of assets, or a prior history of UC coverage will take longer to process.  The Department of Labor and Industry will issue a Notice of PA UC Responsibilities (form UC-851) showing the UC account number, as well as a UC Contribution Rate Notice (form UC-657) when the registration process has been completed.

If Workers’ Compensation information was submitted as part of the electronic registration record, no additional forms will be mailed.  However, any enterprise that has employees who work in Pennsylvania, but did not provide Workers' Compensation information will receive a request for Workers' Compensation information approximately 7 days after the completion of the Unemployment Compensation registration.


Department of Revenue

The Department of Revenue processes registration information and issues an account number, a license or certificate, and coupon booklet (if applicable). The time it takes to receive these different items depends on whether a signed paper document is required for processing.

Taxes that do NOT require a signed paper document will have an account number issued via email in 24 to 48 hours. A license or certificate will be issued by mail in 7-10 business days, and a coupon book (if applicable) will be issued in 4-6 weeks. These taxes are:

  • Employer Withholding
  • Sales, Use and Hotel Occupancy Tax
  • Use Tax
  • Transient Vendor Certificate
  • Promoter License
  • Wholesaler Certificate.

Note: Beginning in 2005, the Department of Revenue will no longer mail coupon booklets for the following taxes:

  • Sales, Use and Hotel Occupancy Tax
  • Use Tax
  • Transient Vendor Certificate

Taxes that require a signed paper document will have an account number and license or certificate issued by mail in 7-10 business days. A coupon book (if applicable) will be issued in 4-6 weeks. These taxes are:

  • Public Transportation Assistance
  • Vehicle Rental Tax
  • Cigarette Retail Over the Counter
  • Cigarette Vending Machine
  • Cigarette Wholesaler
  • Cigarette Stamping Agent and Wholesaler
  • Liquid Fuels and Fuels Tax
  • Motor Carrier Road Tax/IFTA Decals
  • Small Games of Chance License Certificate.

Department of State

New enterprises that register with the Department of State, or have elected to conduct business under a fictitious name must submit a signature form(s) to the Department of State. The applicable signature form was displayed in the “Print Forms” section of the Online Business Registration Interview, and must be completed and submitted to the Department of State at the address below:

The Department of State will process registration information within 7 – 10 business days upon the receipt of the signature form(s).

Please note that the Department of State will post approved entities electronically prior to sending paper confirmation. Paper confirmation should occur 3 weeks after electronic postings.
