Request for Qualifications (RFQ) 2014-001 Extendable Municipal Commercial Paper Dealers and Banks

The Pennsylvania Infrastructure Investment Authority (PENNVEST) seeks to create a pool of qualified extendable municipal commercial paper dealers or banks dealing in extendable municipal commercial paper (EMCP Dealers) for the PENNVEST programs.  PENNVEST is issuing this Request for Qualification (RFQ) to all qualified EMCP Dealers for inclusion in the PENNVEST EMCP Dealer pool.  Any EMCP Dealers that meet the qualification requirements set forth herein will be included in the pool.  PENNVEST will choose all EMCP Dealers from the PENNVEST EMCP Dealer pool.  Inclusion in the pool will not imply any obligation on the part of PENNVEST to use any qualified EMCP Dealer.  Such determination will be made by PENNVEST, in its sole discretion, as needed. PENNVEST will enter into contracts with EMCP Dealers selected from the PENNVEST EMCP Dealer pool, as needed.

Electronic Signature Changes

As of Friday, February 28, 2014, PENNVEST will be implementing the following changes to their online electronic signature process.

·         Payment Requests will now require electronic signatures on the payment document in place of ink signatures. In conjunction with this, payment documents should no longer be mailed into PENNVEST.

·         Payment Requests, Funding Applications and Funding Offers will allow you to select an authorized individual of your choosing to electronically sign your documents.

·         Engineers , providing engineering services to the funding recipient for the project, will now be able to electronically sign and submit a Funding Application on the behalf of the funding recipient.
