The following training and education services are job relevant and are provided as a service free of charge by the Capitol Police.  Classes will be provided through your normal agency approvals.  Please see your supervisor.  For further information or to schedule a class, contact the Capitol Police at (717) 787-9013

TRAINING/EDUCATION 
 
BOMB THREAT RESPONSE PROCEDURES
This presentation will give state employees an overview of the various issues involved with bomb threats and/or improvised explosive devices. The use of 1-911 for emergencies in Harrisburg is also explained.  This program can be presented in approximately one hour.  
 
IMPROVISED EXPLOSIVE DEVICES AND WEAPONS OF MASS DESTRUCTION
This presentation is designed for state employees who have attended the Bomb Threat Response Procedures presentation and who want to obtain a more in depth understanding of the topic.  This program can be presented in approximately one hour.
 
As mentioned above, each program is approximately one hour.  However, upon request, classes can be combined. 
  
  
CRIME PREVENTION AND PERSONAL SAFETY
This presentation will give state employees valuable information about the various types of criminal activity that may occur in or near a state building or facility. This program can be presented in approximately one hour. 
 
FIRST AID TRAINING*
This training provides successful completion in administering standard first aid.  Each class is approximately 4.0 hours in duration and may be combined with CPR Training.  Classes are presented by certified Red Cross Instructors.

*The cost for training materials and certification cards will be the responsibility of the requesting agency.  This information may be obtained by contacting the Capitol Police at (717) 787-9013.   
CPR TRAINING*
This training provides successful completion in administering CPR. Each class is approximately 4.0 hours in duration and may be combined with First Aid Training.  Classes are presented by certified Red Cross Instructors.

SERVICES 
  
BUILDING AND OFFICE SECURITY ASSESSMENTS
This assessment must be requested by an agency head or by a member of the management staff.  Capitol Police will assess the physical layout of offices and buildings and offer suggestions for security enhancement.  Through this analysis, training or resources can be developed to target an agency's specific needs.
 
POLICE ESCORT
The Capitol Police will escort employees to their vehicles after normal work hours.  Employees should call the Capitol Police at 787-3199 (voice/TDD) at least one half hour before they are ready to depart their work site. 
 
K9 UNIT DEMONSTRATION
The Capitol Police K9 Unit responds to incidents of bomb threats, suspicious packages and performs security sweep of areas. The K9 Unit consists of three handlers and three dogs.  The K9 Unit will demonstrate the techniques utilized in explosive detection.

Procedure for Displaying the National and State Colors

PROCEDURES FOR DISPLAYING THE FLAG:

 

 

All flags will be raised at sunrise and lowered at sunset.  The appropriate times will conform with the scheduled sunrise/sunset as reported in the daily weather report.  The Main Capitol flags will not be lowered at sunset but displayed 24 hours a day.

 

The flag shall not be displayed on days when the weather is inclement, except when an all weather flag is displayed.  All flags currently displayed under the Capitol Police jurisdiction are considered to be the all weather type and will be flown except during severe inclement weather conditions when personal safety is jeopardized, or property damage may result.

 

The flag shall be hoisted briskly and lowered ceremoniously.

 

No other flag or pennant shall be placed above or, if on the same level, to the right of the flag of the United States.

 

When both the U.S. flag and the Commonwealth flag are flown from adjacent staffs, the flag of the United States shall be hoisted first and lowered last.  No flag or pennant may be placed above or, if on the same level, to the right of the flag of the United States.

 

Officers assigned to raising or lowering flags will ensure that the ropes are tightly fastened to the flag staff cleats, to prevent the ropes from fraying.

 

Folding of the National Colors will be in the proper and prescribed manner.  Wet colors will be folded at the site, returned to its place of storage, where it will be unfolded and spread for drying.  The flag will then be refolded.

 

In addition to being departmental regulation, it is a violation of the crimes code for anyone to maliciously take down, defile, injure, remove, or in any manner damage, insult, destroy or desecrate the American Flag or Commonwealth Colors.

 

 

DISPLAY OF THE FLAG AT HALF-STAFF:

 

The flag, when flown at half-staff, shall be first hoisted to the peak for an instant and then lowered to the half-staff position.  The flag shall be again raised to the peak before it is lowered for the day.

 

When the National Flag is lowered to half-staff, the State Flag will also be lowered to half-staff.

 

On Memorial Day, the flag shall be displayed at half-staff until noon only, then raised to the top on the staff.

 

By order of the President, the flag shall be flown at half-staff upon the death of principal figures of the United States Government and the Governor of a State, territory, or possession, as a mark of respect to their memory.

 

In the event of the death of other officials or foreign dignitaries, the flag is to be displayed at half-staff according to presidential instructions or orders, or in accordance with recognized customs or practices not inconsistent with law.

 

In the event of the death of a present or former official of the government of this Commonwealth, the Governor may proclaim that the National Flag shall be flown at half-staff.

 

Special days designated in accordance with this section for flying the flag at half-staff may be proclaimed by the Governor in any manner that he deems appropriate.

 

 

 

NOTIFICATION PROCEDURES:

 

The Capitol Police Communications Center will phone the Federal Capitol Police verify that the National Colors are to be lowered to half-staff.

 

The Governor's Office will decide, and so instruct, when the State Colors are to be lowered to half-staff.
