Drinking Water State Revolving Fund (DWSRF)

The Drinking Water State Revolving Fund, administered jointly with the PA Department of Environmental Protection, provides a resource for financing various public drinking water systems (including systems owned by for-profit entities and not-for-profit entities) for expenditures for projects which will facilitate compliance with national and state drinking water regulations or otherwise advance the health-protection objectives of the Safe Drinking Water Act. The Clean and Drinking Water State Revolving funds are funded by federal capitalization grants and State matching funds.

The DWSRF program offers low interest loans with flexible terms to assist a variety of borrowers for construction, expansion and maintenance of drinking water facilities (treatment plants, distribution mains, storage facilities), and improvements and upgrades to water quality systems.

The United State Environmental Protection Agency (EPA) provides federal oversight of the national DWSRF program in all 50 states and Puerto Rico under the laws, regulations and policy of the EPA Drinking Water State Revolving Fund program.
