Civilian Benefits

Civilian Personnel, Liquor Control Enforcement Officers, and their Families:

   The Commonwealth provides all state employees (which include civilian PSP personnel and Liquor Control Enforcement Officers) and their eligible dependents with mental health counseling services.  These services are available through the State Employee Assistance Program (SEAP).  The Office of Administration, in cooperation with the Pennsylvania Employees Benefit Trust Fund (PEBTF), has selected United Behavioral Health (UBH) to provide SEAP services.


SEAP offers confidential, personal support for a wide range of personal and work related issues, from everyday concerns to serious problems.

Prior to taking advantage of your SEAP benefits, you MUST call the SEAP hotline number at   1-800-692-7459, available 24 hours a day.  Personnel may continue to use the services of MAP in addition to any benefits they obtain from SEAP.

The State Employee Assistance Program (SEAP) entitles all PSP personnel and their family members up to three free evaluation sessions with designated providers, per incident, when seeking professional assistance to help cope with concerns such as stress, family issues, legal and financial problems, drugs and alcohol, physical abuse, depression, etc. 

In addition to the SEAP evaluation benefit, Civilian Personnel, Liquor Control Enforcement Officers, and their dependents, have additional services available to them, including, but not limited to, up to 60 outpatient mental health visits with a minimal co-payment of $15.00 per visitAny questions can be directed to the SEAP consultation line at 1-800-692-7459 or the MAP main office at 1-877-709-7674.
