Pennsylvania Open for Business is currently exploring the possibility of including local governments in the Online Business Registration Interview (OBRI), however at this time the OBRI only registers an enterprise with Commonwealth agencies. 

Depending on where the enterprise will conduct business, and where the employees reside, the local entity may have an online registration process.  For instance, if you conduct business in Philadelphia or employ a Philadelphia resident, you will need to register in Philadelphia.
