The General Assembly of Pennsylvania amended “Article XIII-A Safe Schools” of the Pennsylvania School Code of 1949 on July 4, 2008 .  The amendment pertains to the addition of bullying policies and inclusion of non-public schools regarding the transfer of student disciplinary records.  The following are the amended sections (pdf):

Bullying/Cyberbullying (pdf) - The Pennsylvania School Boards Association (PSBA) is committed to providing a safe, positive learning environment for district students.  The Board recognizes that bullying creates an atmosphere of fear and intimidation, detracts from the safe environment necessary for student learning, and may lead to more serious violence.  Therefore, the  Board prohibits bullying by district students.

(pdf): The Gay, Lesbian and Straight Education Network (GLSEN) released From Teasing to Torment: A Profile of School Climate in Pennsylvania , a report that provides a rare look into student experiences with bullying and harassment in Pennsylvania schools.  The results are based on students in Pennsylvania who were surveyed as part of a national study of secondary school students and teachers conducted by Harris Interactive® and GLSEN’s research department.
