Under section 611-A(c) of the Public School Code of 1949, the Secretary of Education is required to establish guidelines for the Early Warning System. The principal goal of the guidelines is to identify and provide technical assistance to school districts to prevent them from becoming Financial Recovery Status school districts. The Early Warning System Guidelines are operational upon publication in the Pennsylvania Bulletin.
